For a long time, in our rural area, the land is the main means of production of farmers and the basic support of survival and development. But along with the economic development and the urbanization the countryside, the load especially the suburb parts are take over for use. For the farmers who lost the land, on the one hand they lost the land; but on the other their identity did not disappeared, so they were called Landless-farmers. Lots of Landless-farmers drift away between the rural and city, they became "borderline group". Solve the problem of Landless-farmers direct affects the society stable, sustained and coordinated development. So if we want to solve this problem, we must build the social security system for Landless-farmers, base on the social security system, supply the development room for them.For the social security system of landless-farmers involves in the broad area, difference from the previous studies article, my article starts from the perspective of government responsibility, analyzing the social security system building of Landless-farmers. From the perspective of the responsibility as the starting point, with the status quo of social security system and problems, according to the social security theory and government responsibility, analyzes the lack of reason for the social security system. According to the reason and the level of economic development, analyzes the specific responsibility and gives the specific measure.
