Research On The Guaranteed Loan Of Land Revenue In Jilin Province

The issues about agriculture, countryside and famers in China are important problemswhich have been concerned about continuously during the process of economic reform anddevelopment in China. The solution of “Agriculture, Countryside and Farmer” issues rely on thestrong support and promote from finance. This is a consensus which have formed gradually byall walks of life. After years of hard work, we have formed the initial shape of China ruralfinancial system which is multistoried and wide-covered. However, there are still manydifficulties and problems in the rural credit area. The difficulty of obtaining loans for farmershas almost become the chronic disease of rural economic development. To crack this problem,fulfill the multi-level and wide range and diversiform demand of famers’, the government inJilin Province firstly put forward the Guaranteed Loan of Land Revenue in the country, andstarted the pilot implementation in Siping city at first since August,2012. Using the methods ofliterature review, questionnaire and econometric model analysis, on the basis of describing theoperation model and the pilot situation of the guaranteed loan of land revenue, this dissertationused the logistic regression model to explore the factors which will influence the farmers’demand and will about the guaranteed loan of land revenue, and at last proposed somecorresponding policy suggestions. The content of this thesis is divided into five chapters.The first chapter is the introduction of the research background, research methods, theoverview of the relevant literatures, the main research framework and innovation.The second chapter is the theory foundation of the study. First the paper define the researchscope and the related concepts, then introduce the related theories and mechanisms and theirchanges.The third chapter is the analysis of the operation model and advantage of the guaranteedloan of land revenue, the pilot situation and the problems of the loan. After analyzing theregional economic and social background for the implementing of the loan, the paper introducesthe operation model of the loan, then analyze its advantages. Following the description of thepilot situation of the loan, the problems of the loan are in the end of the chapter.The fourth chapter is the behavior analysis of benefit subjects of the loan. At the beginningof this chapter is statistical data of the questionnaire survey about the farmers attitude of the loanand other related conditions, then the logistic model is used to analyze the survey data,concluding the factors which will influence the farmers’ demand and will about the guaranteed loan of land revenue. The following is the game analysis of benefit subjects of the loan. At lastis the problems that would probably happen in the future.The fifth chapter is the research conclusion and suggestions. Based on the analysis in theabove, for the purpose to the further development of the loan, some suggestions are put forward.
