With the rise of a new international division of labor, industrial clusters arewidely distributed worldwide, it became prominent geographical features ofeconomic activity. Industrial clusters under the background of a new internationaldivision of labor is facing new external environment and presents new features. Toadapt to this new environment, industry cluster enterprises should make full use ofthe cluster, seize opportunities, and actively implement the international growthstrategy, in order to shift the global value chain.Research on Industrial clusters underthe new international division of labor factor background growing internationalizationof the cluster effect is rarely. Therefore, the study of this issue has importanttheoretical and practical significance.Research work of this paper includes a literature review, modeling, empiricalanalysis and conclusions. In the literature review phase, summed up the theory of anew international division of labor and industrial clusters and business growth andinternationalization of enterprises and other related fields. In the modeling stage, thepaper established a conceptual model of industrial clusters factors effecting oninternational growth companies in cluster, then proposes hypotheses. The conceptualmodel contains a degree of collaboration within the cluster, industrial clustersassociated external degree, degree of innovation of industrial clusters, extent ofGlobal Value Chain. In the empirical analysis phase, we designed a questionnairemeasuring scales and various variables collected through questionnaires to obtaincross-sectional data sample of enterprises, and the use of reliability analysis, correlation analysis, a preliminary test of the model. The paper uses regressionanalysis to test the hypothesis, the results of the regression analysis model wasrevised and modified model can be tested, and concluded. In this paper, the structureis divided into five chapters, the first chapter is an introduction. The second chapter isa new international division of labor, industrial clusters and cluster growth ofinternational business overview. The third chapter in the new international division oflabor, industry cluster factors effect on the growing international clusters. The fourth chapter is an empirical study on industry cluster factors effect on the growinginternational clusters in the new international division of labor. The fifth chapter is theconclusion and policy recommendations. This paper draws the following conclusions.(1) Different industry cluster factorsimpacting on the growth of international business clusters is different.(2) The degreeof collaboration within the cluster network cohesion has a positive effect on thegrowing internationalization of clusters, but not significant.(3) Negative institutionalnetwork of associate degree in industrial clusters outside has a negative effect on thegrowing internationalization of clusters, and significant. Materiality of networks andinformation networks of associate degree in industrial clusters outside has a negativeeffect on the growing internationalization of clusters, but not significant.(4)Knowledge resources and innovative power of the degree of innovation of industrialclusters, changes in product upgrading capability and the ability to function of extentof Global Value Chain have a positive effect on the growing internationalization ofclusters, and significant.(5) Factors of industrial clusters will interrelated andmutually constraints. This paper proposes policy recommendations include takinginto account the factors of industrial clusters, seize new opportunities in theinternational division of labor; Strengthening cluster policy guidance to promote thetransformation and upgrading of industrial clusters; Implementation of localinternationalization, select the cluster internationalization growth path.
