Hunger breeds discontent and food safety is the first to, food safety is not only the basicpremise of human survival and development, but also an important indicator to measure thepeople’s quality of life, the social management level and the national legal construction.Production and processing link, which can change food form and function and improve foodvalue, is a key link in resulting in food safety hidden troubles, thus makes it very important infood safety supervision. Food industry of our country has entered the fast lane, but as a typicaldeveloping country, China has the coexistence mode of large-scale production and smallworkshops production in the field of food production and processing. Food workshops are theimportant carrier in the matter of meeting the needs of people’s life, inheriting regional foodwith ethnic characteristics and absorbing employment. At the same time, food workshopshave the shortcomings of low-knowledge level of employees, simple and crude in thefacilities and equipment, missing in quality control, which make the food workshops becomethe major disaster area in food safety incidents. As a key city and the forefront of the reformand opening up policy in China, Guangzhou has the special geography and climate, politicsand economic, and humanities factor, which also improved its complexity and difficulty offood safety supervision. Therefore, it is of great significance to strengthen the theoreticalresearch of supervision and regulation for small workshops in production and processing fieldof Guangzhou.The research contents of this paper include four parts, in the first part, the researchbackground, significance and purpose were analyzed and the research topic and thesisframework were determined. The related theory about food workshops was summarized andthe concepts of workshops, food safety and food supervision were defined in the second part.In addition, the food supervision policies and measures of Guangzhou government werestudied and the related supervision measures about the domestic and foreign workshops werecompared with and analyzed. In the third part, the existing problems in food workshopssupervision of Guangzhou and their reasons were discussed in-depth, and then food safetyincidents, such as rice noodles and “poisonous beef offal” incidents, were chosen as thetypical cases and were analyzed specifically. In the last part, several measures and suggestionsfor the problems summarized in part3were proposed, coming up with new and better waysto solve the supervision problems of the food workshops in Guangzhou.The research found that the characteristics of production and processing workshops inGuangzhou are as follows: hidden production and processing place, high mobility, uneven professional level, products are susceptible to microbial, easy to cause baneful influence whilefood safety incident happens. And the problems in supervision mainly contain five points.There are deviations between capacity and requirements in the aspect of supervisionmechanism. It is incomplete in the market access censorship of food workshops transition tosmall enterprises. Participation of industry associations and other social forces is insufficient.Food safety information platform is not perfect. And the mechanism of prevention and controlof food safety emergencies have not set up. On the basis of the analysis of these reasons, weput forward several measures to deal with these problems in food safety and supervision offood workshops:(1) Put food supervisory powers devolved to the villages and towns, andgive play to the regional advantages and enthusiasm at township level in food workshopssupervision.(2) Complete the market access censorship of food workshops transition to smallenterprises and increase the exam evaluation of food safety laws and regulations, includingenterprise, head of the legal representative, and in the meantime, record the ID number,photographs of enterprise inspector to prevent the "gunmen" incidents.(3) Play the role ofassociation of a third party, on one hand, use the mutual help of food workshops to solve thedifficult technical problems, and on the other hand, increase the mutual supervision betweensmall workshops.(4) Improve the food safety information platform through strengthen theconstruction of food workshops credit system and the sharing of administrative supervisiondepartment database.(5) Build the long-term mechanism of prevent thefood-safety-emergency from several aspects, such as dealing with concept, coping style andlaw regulation and risk early warning.
