Since the implementation of the plan of enterprise technology correspondent ofGuangdong, It has made some progress in helping enterprises solve technical problems,making significant innovation, promoting the optimization and upgrading of industrialstructure of Guangdong and establishing long-term cooperation mechanism and other aspectsof research. But enterprise technology correspondent as a new thing, there are many servicequality issues such as the rules are imperfect, service quality and service effects are notsatisfactory in the implementation process of the program, with the increasingly prominent ofservice quality issues, the demand of enhancing service quality of enterprise technologycorrespondent is becoming more and more urgent.This paper is based on PZB service quality gap model. According to the needs ofstakeholders in the program of enterprise technology correspondent plan, the paper drawnthe vector table of service quality which meets characteristic of enterprise technologycorrespondent, and the build the technology correspondent service quality gap model. Turnservice quality features vector table of enterprise technology correspondent into content ofquestionnaire to the enterprise technology correspondent, enterprise and governmentdepartments. Use questionnaire to measure the service quality of enterprise technologycorrespondent, and on the basis of it, analyze the existing service quality issues of theenterprise technology correspondent and its reasons. Finally, Combining empirical analysis ofgovernment departments, enterprises technology correspondent and associated enterprises,analyze safeguard measures of enterprise technology correspondent service quality from theterms of governments, universities, enterprise and enterprise technology correspondent.The empirical results indicate that:1. The five gaps of enterprise technology ombudsman service quality gap model isexisted. There are some quality problems in the implementation of the enterprise technologycorrespondent: in terms of government department,the systems and platforms construction isimperfect, the implementation of the management plan is inadequate, the positioning of theenterprise expect is inaccurate; from the view of university, the assessment and incentivemechanism are imperfect, the research long-term cooperation mechanism is imperfect andthe promotion of students employment effect is not obvious; from the view of enterprise,lack of personnel and facilities to support the work of corporate technology correspondentservices, interests allocation mechanism is unreasonable and corporate scientificachievements Transformation is unsatisfactory; from the view of enterprise technology correspondent, the perception of expertise ability exists a large gap and enthusiasm ofenterprise technology correspondent is not high.2. According to the scores of protection measures from government departments,enterprises and enterprise technology correspondent, we can know the sequence of theircontribution rate, the enterprise <enterprise technology correspondent <governmentadministration <universities. It should follow sequence of the enterprise, the enterprisetechnology correspondent, government departments, universities priorities, and combineswith service quality problems and cause analysis of enterprise technology correspondent inthe fourth chapter. Finally this paper puts forward effective measures to improve the servicequality of enterprise technology correspondent.The results of this paper provide a reference for government, enterprise and enterprisetechnology correspondent further improve service quality, provide a theoretical basis andwork reference for government departments of scientific management and developing andimproving relevant systems of enterprise technology correspondent, constantly enhancerelevance and effectiveness of service.
