With the deepening of economic reform in Luohe City, the labor marketcontinues to improve. Because of the employment structure has undergone majorchanges, so the flexible employment is increasingly becoming an important form toabsorb labor. However, the flexible employment in Luohe City to participate in socialpension insurance system, the flexible employment pension insurance contributionrate high, low contribution years, payment limited capacity of flexible employmentand other issues, the insured not very optimistic. Therefore, in order to protect theflexible employment of elderly life, reduce the risk of uncertainty in the future, Luohecity government shall establish and improve the pension insurance system for flexibleemployment. From the point of view of the long-term interests, according to thespecific circumstances of Luohe City take the necessary measures to improve theflexible employment pension insurance rate of the Luohe economic development andsocial progress of great significance.This paper is to study the contents of the five chapters Luohe flexibleemployment of the insured rate.The first chapter introduces the concept of flexible employment, pensioninsurance and the insured rate, combine the definition, define flexible employment,and select the uninsured rate case to illustrate the negative insured rate.
