Research On The Benefit Evaluation Of Exploiting The Gentle Hillside

In recent years, with the development of social and economic, as well as the boost ofindustrialization and urbanization, the demand for land increases continuously. As a result,the contradiction between people and natural intensified. There are many mountains in China,and the area of gentle hillside is about10%of the total land, which has enormous potentialfor exploitation. Therefore, the using gentle hillside legitimately is critical to the sustainabledevelopment of China. There are both opportunities and challenges in exploiting the gentlehillside, which is an important part of our land resources. The research of gentle hillside isstill at a preliminary stage, which is lack of extensive research as well as an effectivenessevaluation model. It is high time finding a way to build a scientific and rational benefitevaluation system of exploiting the gentle hillside so as to maximize its benefits.This paper summarized and redefined relevant concepts of exploiting the gentle hillside,analyzed the research of both domestic and foreign, then stratified the impact indicators of thebenefit evaluation system by using Delphi method, Literature method, experience method. Onthis basis, author finalized the index weight, and classified indexes into "excellent","good","medium" and "poor" four grades by using fuzzy analysis method, then determined thescope and representatives of each grade. By taking advantage of the benefit evaluation system,this paper analyzed benefit of the second project in the north and the first project in the eastof Yan’an. The main findings are as follows.1. By using a variety of methods such as AHP, Fuzzy Analysis Method, this paper builda more objective and accurate system and model for the exploiting work of the gentle hillside.It can help us to enrich the theoretical knowledge, on the other hand, it can standardize andguide similar works to carry out, let alone provide references2. In the case study, the evaluation model is applied to the second project in the northand the first project in the east of Yan’ an. The peper successfully predicted and evaluatedthe benefit. The result shows that both project are with benefits. Besides, it also shows thatthe evaluation model built in this paper is feasible and scientific.
