Research On Income Distribution Question In China Since The Reform And Opening Up

Thirty-five years passed, under the guidance of Deng Xiaoping’s initiatedtheoretical system of socialism with Chinese characteristics, China’s reform andopening up has made remarkable achievements, we have become the world’s seconddeveloping country among the total economy from the most populous developingcountry with poverty and backwardness. Our Country developed, and the people arewealthy, but due to the combined effect of a various reasons, there are still manyqueries in the income distribution area. That’s because we have sharp incomedistribution disparity in income distribution field, especially between urban and ruralareas, industry and regional development have a big gap. It is obvious that thewidening income distribution gap have a serious impact on the overall goal ofbuilding socialism, it is urgent to solved this problem.Specific issues need specific analysis. Since the reform and opening up, Indifferent historical periods, in order to solve various problems of income distribution,China has taken a number of policies targeted. Even the best policy also has two sides,with the old problems solving, the new one arising, therefore, do study on the currentincome distribution problem is of great significance. This paper summarizes ourparty’s experience on how to deal with the problem of income distribution since thereform and opening, and further analyze the reality, causes and risks of the incomedistribution disparity combined with the current China’s basic national conditions,based on previous studies, try to explore measures to reduce the income gap at thisstage, and build blocks for building a moderately prosperous society.There are two innovations in this paper: Firstly, in the socialist market economy,we have to transit the principle of distribution. In this transition, we must ensure thedirection of the policy is conducive to the working class. Specifically, we shouldcontinually provisions and the implementation of the minimum wage standardaccording to the different historical conditions through legislation and lawenforcement. The minimum wage should be higher than the value of labor, and less than income distributed according to one’s labor. This plan not only implement thecentral current policy, namely,"whether it is the initial distribution or redistribution,the relationship between fairness and efficiency should be properly handled, weshould pay more attention to fairness," but also maximize reduce the income gap atcurrent.Secondly, it make a breakthrough at the definition of the boundaries for thewidening gap in income distribution solution, broadly speaking, national incomedistribution refers to the allocation of a country’s achievements in economic activitybetween the various economic agents in the period of time. In a narrow sense, it’srefers to a process in which the national income allocated among various sectors ofthe national economy, the production units and non-production units as well asresidents. For China, it includes three processes, the initial distribution, redistributionand final distribution. However, scholars studied the current problems of incomedistribution, mainly in the initial distribution and redistribution aspects, but fewpeople further analyze Social Security link on redistributive aspects. As the endingpart of the redistribution, social security system must play its important role, which issignificant to adjust income difference problems left by the initial distribution andredistribution, and it’s also very important to our sustained economic development, aswell as social stability and unity.
