Research On The Implementation Problems And Countermeasures Of Rural Minimum Living Guarantee System In S Town Of Wenzhou

The rural minimum living security system is already an important part of China’s social security system.Its most primitive and important policy objective is to overcome poverty and guarantee the most basic survival rights of vulnerable groups in rural areas.In 2019,the central government promulgated regulations requiring further improvement in the identification of rural subsistence allowances and continuous improvement of the standard of subsistence allowances,and proposed that 10 categories of people will lose the subsistence allowances and help the needy people who really need assistance.This paper uses literature research method,questionnaire survey method and interview method to firstly analyze the background and significance of the research,related theoretical concepts,etc.Then proceed from the current situation of rural low-income system construction in S Town,Wencheng County,Wenzhou City,through the questionnaire And interviews to obtain the status quo data of the implementation of the rural subsistence allowance system in Scheng Town,Wencheng County;then,summarizing the current general problems in the implementation of the rural subsistence allowance system in S Town,including insufficient investment in rural subsistence allowances and low insurance The object income is difficult to calculate,the subsistence guarantee mechanism is not perfect,the grassroots team construction and work are not professional enough;the reasons for further analysis of these problems mainly include insufficient investment in rural subsistence allowances,lack of unified basis for rural subsistence allowances,and rural subsistence allowance system.Insufficient emphasis on implementation and weak rural grassroots strength;Finally,this paper proposes the optimization strategy of rural low-income system in S Town,Wencheng County,Wenzhou City,including the formulation of scientific subsistence allowances,the improvement of the level of subsistence allowances,and the selection of scientific income verification methods.Low-income targets,improve the system of low-income support,and promote low-level insurance Fanhua implements,strengthens the construction of the professional management team of the subsistence allowances,and improves the efficiency of rural subsistence allowances.This paper analyzes and studies the implementation of the rural subsistence allowance system in S Town,Wencheng County,Wenzhou City,aiming at proposing rationalization measures and optimization suggestions for better implementation of the subsistence allowance system in S Town,helping S town to continuously improve the implementation level of subsistence allowances and give full play to rural areas.The superiority of the subsistence allowance system solves the survival problems of more poor people and builds a harmonious social environment.
