The electronics industry is a rapidly changing industry. Because of its high-techelectronic products are constantly upgrading. As a branch of the electronics industry,the communications industry also obeys the same rule. Communications equipmentproducts always replaced by better performance, lower cost products. Therefore,looking for promising new industries actively, developing appropriate strategic plansand implementation of their own specific conditions will become the inevitablequestions that communications equipment manufacturing enterprises, even eachtechnology enterprises have to face.This paper analyzes digital radio business environment, using Porter’s fiveforces model. Analyze the internal environment of CCTF, means it has a strong R&Dresources and marketing capabilities, but weak financial capacity. Analyze thepossible of CCTF entering the digital radio industry by SWOT, determine thecompany-wide strategy is the intensive growth strategy; determine the competitivestrategy is portfolio strategy, that is in differentiation strategy based, supplemented bycost leadership, priority to the use of focused strategy in short-term, and thesupporting strategies, that are maintain strategy for public network indoor covers andexit strategy for repeater product. And develop CCTF’s business strategy: tighteningof public network services costs and expenses, increasing R&D efforts, acceleratingthe speed of digital radio listing, establishing supply chain, etc. According to theformulation of corporate strategy, propose the implementation of therecommendations. Ensure the smooth implementation of corporate strategy by fivespecific functions; those are strategic human resource strategy, marketing strategy,research and development strategy, production strategy, supply chain strategies.The paper innovation lies in: systematically analyzes the development strategyresearch of CCTF, which is an small and medium enterprises, and mean to enter theradio industry, from industry, business environment analysis and strategicimplementation. Using the strategic research tools, combining the actual status of the enterprise and industry, this paper refines strategic objectives, and proposes strategiesto implement the recommendation from the strategic level functions.
