Along with society's development and progress, constructing at the 1990s initial period simulation trunked radio system is unable to satisfy the government and the society emergency system demand. Because it has the shortcomings such as the obsolete equipment, the sole function, and the small cover scope. With the economy vigorous development and the various government departments business scope unceasingly expanding, especially regarding to Beijing, Shanghai, Guangzhou this kind of international metropolis, each department all urgent need a shared network which has the wide cover scope, high performance and the complete function. As China's politics, economy and cultural center, Beijing has the centralized state agencies and the government departments. It also has many frequent international significant activities. Consequently, it has urgent dispatch communication service demand, and in 2008 the Olympic Games also set a higher request to Beijing's direction dispatch network.This essay deeply concludes development status and future of digital trunked mobile radio communication technology, analyzes the service requirement of target market. The further research discusses basic situation and operation mode of main shared network operators in Europe, and investigates to the development environment of digital trunked mobile radio communication in China by using PEST method. It unifies the development situation of digital trunked radio network, taking Beijing JustTop as the research object, analyzes the operation mode of digital trunked mobile radio shared network, explores for our country operation business to suit own development and complies with the market development operation mode.
