With the in-depth development of China’s market-oriented, free market competition regulation by means of a simple market-oriented model and the main government administrative regulation plan have proved unable to, the, while at the same time and.With the development of China’s market-oriented economy in depth, the market-oriented model regulated by free market competition and the controlled model regulated by government policies have been proven not able to meet the needs of China’s economy and social development. How the government can effectively participate in the development of the market economy without destroying the environment of free market competition has become an important issue. Local government-managed company has emerged in this context, however there is few research regarding this kind of company.In essence, this study focuses on a Chengdu local platform company called’ Zhiye’whose main business is about real estate. Due to limited experience of local platform company, the platform company has a long way to go. Currently, problems that Zhiye is facing include unclear business scope, inaccurate development strategy, complex operating environment etc.In this paper, the author focuses on analyzing operating conditions, organization framework, business strategy guidelines and the internal as well as external environment of Zhiye. Moreover, there is also a brief introduction to the background of the local platform company. Following is a discussion about Zhiye’s business involved in the land market. This study particularly focuses on analyzing the operating environment and strategies. Through the analysis of the internal and external environment, a conclusion can be drawn that Zhiye’s integrated environmental assessment is good. Additionally, the author draws more attention on the developing strategies via analyzing of the integration of strategic resources. Based on a actual business operation project, the author uses chart and collected data to illustrate strategic position of the company, the actual operation and execution guarantee. This study provides a detailed interpretation of the actual operation and implementation of the strategy from a micro-level, which ensures author to create ideas of the industry’s development strategy, as well as to shed some light on how to build local platform development strategy.
