With the socialist market economic system and the establishment of the land-use system reform, more and more attention has been paid to the capital characteristics of land. This important urban land resource with the role of the market mechanism is gradually realizing its optimal configuration. In this new period of economic development, the central government was growing awareness of the importance of land to achieve the desired economic and social development objectives. And the central government has introduced and ensured the implementation of new policies to make primary market of urban land move towards standardization and marketability step by step. Land management has access to both resources and assets management in a new stage. Standard land-price as an objective reflection of the maturity and integrality of land-market, government should timely adjust different regions and various uses of the land. By this way, standard land-price can reflect the real estate market, embody the intention of the macroscopical regulation, and play the role of price signals. Therefore, it is of great significance to study standard land-price.This paper is aimed primarily at the standard land-price evaluation study in this new era of economic development of our country. At first, we take rent theory and land-price theory as a guiding principle. This research analyze standard land-price of primary market of urban land to assess the impact of economic factors and induce macro and micro-classification; Then the new characteristics of primary market of urban land and standard land-price are analyzed and studied. This paper also indicates the corresponding relations among the valuations process, influencing factor hierarchy and economic connotation for urban base land price, and analyses the disfigurement of the prevailing base land price modeling method. On the basis of these analyses, a new modeling thought is put forward. Finally, this paper combined the example of Xining zone standard land-price to calculate the standard land-price in new period.
