The Exploration And Analysis Of The "Double-to"Mode Poverty Alleviation In Guangdong Province

After China’s Reform and Opening-up for thirty years, Guangdong Province has gained remarkable achievements in economy. People’s living standard has constantly improved and the poverty population decreased rapidly. However, the urban-rural wealth gap has become increasingly prominent and the regional imbalance of economic development is gradually serious. They become the major problems during the development of economic society in Guangdong Province. Since June2009, base on the reality of Guangdong Province, the Provincial Party Committee and the government have organized to implement the poverty alleviation strategy which is called "plan to families, responsibility to people"(also called "double to" mode). After the practice for more than three years, the poverty alleviation of Guangdong Province has made great achievements. The poor families’ incomes have increased, the collective economy of poor villages has grown obviously, the gap between the urban and rural areas development has gradually narrowed and various effective and practical modes of poverty alleviation have been explored. However, during the specific practice of supporting the poor, problems still exist, which have become the bottleneck that influenced the efficiency of the "double to" mode and hindered the promotion of poverty alleviation both in scope and depth.By adopting induction, abstraction, literature research and participant observation, this thesis has summarized the types and characteristics of poverty in Guangdong Province and combed through the processes and polices of poverty alleviation in Guangdong Province. In addition, by empirically analyzing the poor condition and causes of poverty in Xingning City of Meizhou as well as the specific measures and achievements in the exploration of "double to" poverty alleviation, this thesis aims to figure out existing problems in the implementation of solving poverty in Xingning City, putting forward measures and proposals so as to promote the "double to" mode poverty alleviation in Guangdong Province. This thesis intends to be a reference for formulating rural poverty alleviation polices by the government of Guangdong Province and its relevant departments, promoting solutions of rural poverty alleviation problems in Guangdong Province and coordinating the development of urban and rural economy in Guangdong Province.
