Research On The Precise Identification Problem Of The Rural Poor Families In Hebei Province

2016 is the beginning of the 13 th Five-year Plan,with only less than five years to go before the year of 2020 when Chinese Communist Party's first goal—to build a comprehensive well-off society—in one hundred years is to be achieved,there is still a long way to go.Being the last plan before China achieves the goal of building a comprehensive well-off society,the 13 th Five-year Plan points out the goal and requirements of helping rural poor populations get rid of poverty under the current situation and to finish the target on time.In this case,it is undoubted that “targeted poverty alleviation” becomes a hot issue in the 13 th Five-year Plan,which attracts wide attention from all w alks of life.As an important national strategy,“Collaborative Development of Beijing,Tianjin and Hebei Province” is also a social focus after it was proposed in 2014.However,Hebei Province being a short board in the collaborative development of three regions,its economy is relatively backward and the poverty population is large,which restricts the regional collaborative development for a long time.In this paper,through the questionnaire form,take technology sample,carrying out field investigation on the living quality of Hebei Province rural poverty-stricken families and referring to multidimensional poverty index MPI measurement framework,an investigation on the current poverty situation of rural families in Hebei Province is conducted.It is expected that through measuring the multidimensional poverty indexes of those rural families and regional & dimensional decomposition,precisely identify poverty-stricken families,the current situation of multidimensional poverty,the causes for poverty and the regional differences of multidimensional poverty can be analyzed,thus proposing specific policy suggestions on targeted poverty alleviation.The empirical research findings indicate that the general multidimensional poverty rate of rural families in Hebei is higher than the single-dimensional poverty rate taking income as poverty standard.Meanwhile,the results also show that the rate of contribution of income,education and health to the general multidimensional poverty rate is not high,which rev eals that in recent years,Hebei has made remarkable achievements in the dimensions of income,education and health.However,the poverty in the dimensions of health facility,kitchen fuel and electric equipment assets becomes increasingly prominent,and i s a key problem now.Besides,the multidimensional poverty varies in different regions.The depths of multidimensional poverty in northern areas and middle regions are higher than those of the south areas and west regions.Combining with the empirical anal ysis,this thesis puts forward that Hebei Province should pay more attention to prominent poverty problems from the perspective of multidimensional poverty,and meanwhile,it should implement poverty alleviation policies according to different regions,populations,families and villages.
