The Poverty Types Of Rural Families And The Countermeasures For Poverty Alleviation In Yunnan From The Perspective Of Multidimensional Poverty

Present is a critical period that the Party realizes the first one-hundred goals--build a well-off society in an all-round way.But poverty problem,especially the rural poverty problem has become an important problem of hindering the building a well-off society in an all-round way.In order to solve the existing problems of poverty and achieve the goal of building a moderately prosperous society in all respects,the state has implemented the strategy of targeted poverty alleviation.With the implementation of the strategy of targeted poverty alleviation,the identification of poverty has not been identified and measured only from the single dimension of the economic income,this single dimension about the recognition method can't comprehensively reflect the real condition of the poverty,unable to meet the needs of the implementation of the strategy of targeted poverty alleviation.The first step of targeted poverty alleviation is to accurately identify the poverty,and this needs to identify and measure poverty from the perspective of multi-dimensional,which can be able to describe the nature and connotation of poverty more accurately,and find out the reasons of poverty,and formulate specific strategies of alleviation,implement targeted alleviation,improve the efficiency of poverty alleviation.Because the natural environmental conditions are not good,and economic and social development is relatively backward,poverty causes are complex,poverty scope is wide,poverty degree is deep and so on,Yunnan province become one of the main battlefield of anti-poverty.This paper firstly has a brief review about the concept of poverty,the classification of types,the evolution of poverty standard,and sort out the research focus of current poverty—multidimensional poverty from theory and calculating methods.This paper gives an analysis that the AF method multidimensional poverty index method is used to calculate the model.Secondly,it uses global multidimensional poverty index system in The Report of Human Development as the framework,combine with poverty alleviation and development in the new period "two are not sorrow,three are security" which is the overall goal and the actual situation of Yunnan rural poverty,constructed including family income,health,education and living standard four dimensions and 12 indexes of rural multidimensional poverty index system of Yunnan province.Choose AF calculating method,make use of targeted poverty alleviation effect of the thirdparty evaluation at the household survey as the basic data of farm households 13 counties(cities,districts)in Yunnan province in 2016,giving the rural households in Yunnan province A multidimensional poverty index measurement of MPI.In the case of single dimension and multi-dimension,give the poverty incidence of each dimension index and the multidimensional poverty condition of each study a measurement and analysis;The index decomposition and regional decomposition of multidimensional poverty index are analyzed,and the contribution of each index and region to the multidimensional poverty index is calculated and analyzed;According to AF method,divide Yunnan rural households of multidimensional poverty types into the nonmultidimensional poverty,vulnerability multidimensional poverty,general multidimensional poverty and extreme multidimensional poverty four types,analyze according to poverty situation and spatial distribution,have a comprehensive analysis about poverty of rural households in Yunnan province.Reviewing the whole study,this paper draws the following basic conclusions:(1)the recognition of poverty,should identify and calculate from the perspective of multidimensional,clearly know the poverty degree,find the cause of poverty of farm households,then can carry out targeted poverty alleviation according to the specific poverty causes;(2)decompose the dimension,the biggest contribution of multidimensional poverty index of Yunnan province rural family is the type of families which live in villages,the second is the family average per capita net income,family labor are fixed number of year of the education and the toilets amelioration.The situation of the disabled and the cause of illness and injury have relatively high contribution to the multidimensional poverty.In the process of advancing targeted poverty alleviation,pay attention to increase the economic income of farm household,at the same time,labor skills training and the improvement of their family health conditions also need to attention,and gradually increase the scope of subsidies and allowance limit of health care;(3)decompose the region,the difference of multidimensional poverty in rural households in Yunnan province is big,especially in the geographical disadvantage is relatively clear,consideration should be given to these areas by inclining,intensify policy support,improve poverty alleviation and development;(4)the family multidimensional poverty of Yunnan rural households,mainly concentrate in the two categories of vulnerability multidimensional poverty and general multidimensional poverty,make the extreme multidimensional poverty as the main object of poverty alleviation;for the family of ordinary multidimensional poverty should formulate specific measures to help them," suit the remedy to the case ";the vulnerability of multidimensional households needs to be closely cared about and,if necessary,give the necessary assistance measures.
