Multidimensional Poverty Measure And Its Precise Poverty Alleviation In Henan Province Typical Areas

In recent years,China's science and technology have developed rapidly,the economy has entered a new normal.People's living standard have been greatly improved,our country is about to enter a well-off society in 2020.However,in the current situation,the poverty situation in all parts of China is still intractable,and the analysis of the causes of poverty and the improvement of the poverty alleviation system have become the key work issues.Especially Henan as the great population and agricultural province of China,the degree of poverty population and is located in the forefront,a multidimensional poverty measure,analysis poverty problem,complete the corresponding method for precise form a strong support for poverty alleviation policy,is a important way to promote poverty measure standardization,specialization,practical,implement effective targeted poverty reduction.This article based on 53 counties in Henan province by national and Henan province can be divided into three typical area by the standard of poverty,respectively is: the national poverty alleviation and development key 12,15 key county of provincial poverty alleviation and development,and concentrated poverty-striken county 26.The poverty-stricken population,per capita net income and per capita GDP of the povertystricken counties in the country are lower than the normal level.The poverty level of the provincial-level poverty alleviation and development is lower than the other two typical regions,but the indicators are lower than the provincial average.The per capita net income of farmers in concentrated contiguous areas is 2,676 yuan,which is only half of the national average.With poverty,multidimensional measure and accurate connotation as an entry point for poverty alleviation,respectively from the vulnerability,livelihoods,poverty,social exclusion,and the three aspects of the typical regional poverty in Henan multidimensional measure analysis,using the analytic hierarchy process(AHP),constructing evaluation index system and model,collect the relevant data of the typical in Henan province from 2011 to 2015 in,to various typical counties and normal development area of transverse comparison and classification,it is concluded that poverty in different areas of different reasons.On the basis of this,this paper puts forward three policy Suggestions for the targeted poverty alleviation in Henan province: Firstly,Reduce poverty vulnerability: 1.Improve the farmers' income in the national poverty-alleviation and development;2.Upgrading the education level of the provincial level of poverty alleviation and development;3.Strengthen the risk resistance of farmers in concentrated contiguous areas.Secondly,Improve the living conditions: 1.To improve the labor professional skills of the national poverty alleviation and development;2.Properly configure the assets of provincial-level poverty alleviation and development;3.Improve the quality of land in concentrated contiguous areas.Thirdly,Solve social exclusion problems: 1.Break up the dual structure of urban and rural areas in the national poverty alleviation and development;2.Improve the level of urbanization in the provincial level of poverty alleviation and development;3.Promote the transformation of the industrial structure in the concentrated and fragmented county.
