As technology continues to evolve, digital products are constantly improved,from a smartphone, HDTV, Tablet PC households. According to the earningsannouncement shows that China Telecom in the first half net profit has beenbroken ten billion, an increase of0.15percentage points. The increase in profitsand revenue, and compared to China Mobile and China Unicom, the two telecomgiants, China Telecom in its middle ranking. It is also with China Telecom’scontinued strong, its telecommunications network of organizations becomeincreasingly complex, the needs of users also continue to improve, so ChinaTelecom will need to develop some variety of services to meet customer needs,its outsourcing business also needs to continue to develop. Outsourcing market inChina Telecom from free competition and local explore this early stage hasgradually developed into a highly specialized state-owned enterprises. Usingservice outsourcing business is a model for Chinese telecom companies to reduceinvestment risk, reduce investment costs, obtain telecommunications marketstable position, and improve the operating mode.Since the launch of major companies in the development of productreplacement as technology changes fast, business risk will continue to improve. Aform of management emerges under this competition, namely, human resourcemanagement outsourcing. Based on the needs of Heilongjiang Telecom’s humanresources outsourcing as the background, the first detailed analysis of thepurpose of the thesis and its significance. Second, according to the study ofhuman resources at home and abroad to analyze the situation reviewed, andsummarized analyzes the current situation of Heilongjiang Telecom humanresources, motivation, model, risk. Then through the U.S. telecommunications,EU Telecom, Japan Telecom, Indian Telecom corporate human resourcesoutsourcing model analysis. Finally, through research of foreigntelecommunications and the analysis of Heilongjiang Telecom’s shortcomings, the dissertation improves and develops improvement programs.Through this analysis of the problems of Heilongjiang Telecom has putforward a series of improvements to programs, particularly in human resourcemodel improvements, an improved way of thinking and improved paths. Then therelated management mechanism has been improved, and the evaluationmechanism, incentive mechanism and implementation strategy are perfected, inorder to enhance the market competitiveness of Heilongjiang telecom.
