With the deeper extent of economic globalization and trade liberalization, anincreasing number of trade cooperation and negotiations in various forms are formed.Trade competition between different countries and regions are more intense. At thesame time, the importance of trade policies has been increasingly valued. The globaltrade developing process proves that reasonable and effective foreign trade policiescan promote the trade growth efficiently.Over the last thirty years, particularly since China’s reform and opening up from1978, as a coastal open province, Shandong has witnessed a great foreign tradegrowth and has been a trading leader. However,trading leader does not mean thatShandong is the powerful one,Shandong will still have to meet severe problems in theprocess of export trade, such as smaller export trade scale, lower export dependenceand foreign trade for existence degrees, lower-level of industrial structure andhigh-tech industries, imbalanced export commodity structure and lack of internationalcompetitiveness. Taiwan, as a typical representative of the open economy, throughsixty years trade development, can always catch the chance to adjust its foreign tradepolicies in order to enlarge its foreign trade and achieve the“Taiwan Miracle”. Facingthe trade liberalization and intense competition, as for how to grasp opportunities,how to make full use of comparative advantage to promote the competitiveness ofexport commodities, how to bring the foreign trade policy into positive role, Taiwan’sdevelopment afford us a fine example.Firstly, based on the theory of international trade, this paper reviews theevolution process of the trade policy and related content of Export tradecompetitiveness and indicates its significance in trade growth among countries andregions. Then it turns to reality, uses comparative method to analyze the export tradeenvironment and current situation in Shandong, as well as Taiwan. Besides, the papersummarizes the trade strategy and policy of Shandong and Taiwan in different periods of economy development to point out the similarities and differences. Then it changesfrom qualitative analysis into quantitative analysis, from the growth, structural anddevelopmental perspective, using a variety of indicators to measure the export tradeperformance in the two regions and compare the impact of export-related trade policyrespectively. Lastly, this paper accords to Taiwan’s successful experience, usingmethod of induction-deduction to make recommendation to Shandong in differentfields.Compared to previous studies, the innovation of this paper is mainly reflected inthe subject direction and research area. In the first place, conforming China’s externaldevelopment requirements, this paper select Shandong and Taiwan as the researchobject to find out the important role of foreign trade policy in open economies. In thesecond place, this paper makes a breakthrough in research scope, using comparativemethod to sum up different effects of foreign trade policies on export trade in tworepresentative regions. Then according to Taiwan’s successful experience, the papergives recommendation in Shandong’s export trade development in future work.
