'Green trade barrier', which is characterized by environmental measures, has become one of the main forms of current trade barriers because the tariff and non-tariff measures are decreasing gradually during the process of trade-liberalization. Undoubtedly this new form of trade protectionism brings new difficulties to international trade that is oriented to trade-liberalization. And because of its diversity and duality the green trade barrier is more and more complicated, which made developing countries face new problems when they accelerate the economic development and magnify their foreign trades.Although the strategy of mix-diversification has been carried out for several years, the product for export is still mainly agricultural products and textiles in Shandong Province. Yet. It is very easy for these two kinds of product to be restrained by green trade barrier when they are exported. Especially Japan, U.S.A. and EU, the main trade-countries of Shandong Province, are both the countries where green trade barrier originates and positive advocates. This increases the difficulty of the export and makes the Shandong Province suffer from heavy damage. Furthermore, the forms of green barrier vary constantly and its influence is more and more strong, which brings out potential threats to the export of the province.Facing the various green protects in developed countries, both the government and enterprises should take positive measures instead of accepting or catering to them negatively. On the one hand we need recognize the significance of the green trade barrier, and on the other we must discriminate the adverse forms. We do both guarantee our reasonable rights and benefits and ensure that our development conforms to the historical trend.Chapter 1 is the introduction to the thesis. In this chapter, the background, purpose and significance of the research will be stated at first. And then in the second section, the structure and content of the thesis are present, and the innovation will bementioned as well.In chapter 2 green trade is expounded theoretically, the relation between trade and environment and the sustaining strategy of trade are analyzed. The rules and files related to environment in GATT/WTO are arranged and evaluated objectively in its third section.. In chapter 3, green trade barrier is demonstrated in several aspects that include its forms and features. On the one hand the research on its forms and features shows its validity and rationality, on the other hand it uncovers the injustice for the developing countries.In chapter 4 the significance of export trade to the economic development of Shandong Province is stated firstly. The second paragraph expounds the influence that green barrier makes Shandong's export trade through data and real cases. Then on the basis of the research into green barrier in Japan, U.S.A. and EU, their main features are concluded and the latent threats to the export product of our province are addressed, which provide the reference for our enterprises on how to avoid the green trade barrier when they export to these regions.In chapter 5 specific demands and measures are brought up for government and enterprises from the view of both inside and outside. On the one hand we need accept challenge from overseas positively; on the other hand we must enhance the development of ourselves, improve the qualities of export commodities and then contribute to the further development of export trade in Shandong province.In chapter 6 the conclusion is drawn on the basis of the whole article and the questions that need further research is addressed.
