The Investment Mode And Its Risk Control Of Tourism Public Service

Served as the foundation and platform of the rapidly and healthily developingtourism, the investment and development of public tourism service plays a significantrole. At present, with the national strong support and promotion, our country putforward the policy to develop public service facilities and improve public service oftourism. In this context, the research on investment mode and risk control of tourismpublic service becomes very necessary. After analyzing the background of the tourismpublic service construction as well as the current status and challenges of tourismpublic service in China, the text proposes the investment mode to develop publicservice facilities construction by applying BOT, TOT, PPP, PFI, ABS etc., meanwhile,taking BOT mode as an example, analyzes the risks it is facing and then concludescorresponding countermeasure.The thesis has divided into six parts as follows.Part I: Introduction. It mainly introduces the research background and significance,summarizes the documents concerned with domestic and foreign tourism publicservice in recent years, illustrates the main research methods in the article andindicates the overall thought.Part II: Concept and Theory Introduction. This part mainly explains the relatedconcepts of tourism public service and investment mode, and introduces relativetheories, such as the public products theory, investment system theory and risk controltheory etc., providing basis for the theory application hereinafter.Part III: Status Analysis. By the method of looking up documents etc., analyzes thecurrent status of tourism public service in China and the main problems that itsinvestment system is facing.Part IV: Investment Mode. Through the case analysis, this part lists the variousinvestment mode that can be used in the process of tourism public service facilities construction, such as BOT mode, TOT mode, PPP mode, PFI mode, ABS mode etc.,besides, analyzes the participants and process.Part V: Risk Analysis. Take the example of BOT mode, it explains the risk ofinvestment mode during the application of tourism public service facilitiesconstruction, uses the improved fuzzy chromatography analysis method to sort theincidence, which the various risk factor shave impact on tourism public servicefacilities by the use of BOT mode, and makes a concrete analysis for the risk factors.Part VI: Risk Aversion. Put forward the corresponding measures to avoid the riskmentioned in part V.Part VII: Conclusion. Draw the final conclusion, explain the innovation anddeficiency of this text and prospect for future research direction.
