| Seventeenth Party Congress report clearly stated that all the people "have a placeto live" is the goal of building a socialist harmonious society which has to be achieved.Housing as a necessity in people’s lives, with the dual characteristics of goods andSocial Security is an important part of China’s current social security.Solving thehousing problem, especially in low-income groups is the responsibility thatgovernment can not shirk and it’s helo to promote economic development and enhancethe role of major social stability. However, with the continuous development ofurbanization and industrialization, low-income families can not afford that much ofrising prices, which is not conducive to the development of a socialist harmonioussociety.Therefore, the government must intervene to take appropriate affordablehousing system, to solve the housing problems of low-income groups. Changde Citythough has made remarkable achievements in solving the housing problems oflow-income groups since it started housing security work in2003, there is still a lot ofhousing problem persists which need to be further improved.The thesis is a comprehensive analysis of Changde City’s Regulations ofIndemnificatory Housing, which based on the researches in the regulations’implementation situation, efficiency, incomplete structure, significant capital pressureon building, tough management in later stage, inadequate withdrawing guideline,strict appraisal and obligations, and non-unity cognition, etc. In addition, afterstudying the implementation experience in both of other cities and other countries, theenforceable indemnificatory housing regulation should benefit much morelow-income groups, raising indemnification standard, and setting up long-termmanagement solution,laying more attention on indemnification solutions novation.The thesis suggests that the regulations should make much more detailed explanationon each step and complete uncover area. Last but not least, the thesis was completedwith the goal of enactment of an enforceable regulations of Indemnificatory Housing. |
