The Main Problem And Strategy Of The New-style Urbanization Construction In Rizhao City

As an Economic phenomenon, urbanization is the product of human society’s senior stage development, is the route that the development of world and regional economy must take. With the continuous development of industrialization and modernization, urbanization accordingly comes into being, develops and speeds up. Prime Minister Li Keqiang points out,"the biggest development potentiality in China in the following several decades lies in urbanization". The direction is already clear and the top-level design is already perfect. But for each region, how to carry out combining with their situation to ensure a constant improvement of urbanization still needs a long period of practice.In the wave of whole country’s urbanization, according to its economy development level and Rizhao tries to identify an urbanization approach which has Rizhao characteristics, keeps continuous economic development of Rizhao and may lead Rizhao economy to rapid development. The article analyzes and explores the present situation, restraining factors and motivating factors, learns and draws lessons from experience and lessons of urbanization home and abroad, tries to find a urbanization approach which matches Rizhao actual economy and can lead Rizhao economy to rapid, balanced and constant development, and meanwhile provides some relevant policy and advice for reference.The article thinks that the approach choice of Rizhao carrying forward new urbanization should protruded the word"new":it is the urbanization combined with industrialization, informatization and agriculturalization; it is the urbanization of coordinated development of population, economy, environment resources, through intensive, energy-saving and ecological approach; it is the urbanization of synchronous development of population aggregation and public service. The core is the urbanization of people, the key point is to enhance the quality fo urbanization, and the goal is to bring benefit to people. Spatial distribution should be optimized, scientific and reasonable urbanization system should be structured, interactive development of "four modernizations" should be carried forward, industrial supporting system of urbanization should be formed, urban comprehensive carrying capacity should be strengthened, the development quality of urbanization shoudl be enhanced, policy supporting system should be improved and good environment of urbanization development should be created.
