As a key link in the human resource management, performance management plays an important role and it can not be ignored in the management process. Scientific and reasonable performance management can achieve the optimal allocation of the human resource, and also promote the department and company performance goals through personal performance improvement. Thus, basing on enterprise strategic target oriented, establishing a performance management system matched with the business development has become the focus of attention of many modern enterprise’s management. YB company is a state-owned coal enterprise. In the safety and the current economic situation, YB faces enormous pressure and challenges. The company needs to know the dynamic situation of employee and organization, and make an adjustment on working methods based on the situation. Therefore, effective performance management has become the internal demand for the development of the company.This paper selects YB company middle manageers as the research object. Based on the collation and analysis of domestic and international related literature about the performance management and appraisal, the relevant theory is expounded and the role and significance of performance management are further defined. At the same time, it also points out the existing problems in YB company middle managers performance management.Combined with the actual situation of the company, YB company is proposed to optimize the countermeasures and methods to design performance management program of middle managers.According to the ideas of finding problems, analyzing problems, and problem-solving, combined with YB company’s current situation and development prospects, the original performance management scheme would be.optimized. Firstly, the questionnaire will be used to collect and sort the existing problems and shortcomings. Secondly, in view of the existing YB development needs of the company and the problem of performance management, the reasons are analyzed from the aspects of key strategic goal orientationand appraisal method. Thirdly, based on the strategic objectives of the company, the method of key performance indicators analysis and analytic hierarchy process would be used to construct the middle managrs performance management scheme of the assessment mainbody, which include the object, evaluation method, evaluation index, weight setting and apprasial on the implementation. Finally, with discussion on the security measures for performance management program implementation, the full text will summarize the shortcomings and look forward to the next research directionare.Through this research, the performance management scheme of YB company middle managers is opimal designed. The aim of this paper is for better application in YB company management practice, and realize the objectively evaluation on middle managers performance. In the meantime, through effective incentive effect, the company’s overall performance improvement can be promoted, and the core competence of YB company competition in the industry can be further enhanced.
