Since the reform and opening up in1978, with the development of China’s economy, China’s investment environment and market environment has improved. The number of foreign investors and foreign investments is also increasing year by year; China has become one of the most attracting foreign capital countries in the world now. The inflow of foreign capital has made great contribution to our economic development, export trading and employment, but also made tremendous negative impact on our environment. China’s foreign investment focused more on the industries of high energy consumption and high carbon emission, export industries also focused on these industries. Therefore, this paper will study the relationship between foreign enterprise export and China’s carbon emission.This paper uses time series model analysis, ADF unit root test, co-integration test to analyze the impact of foreign enterprise export on China’s carbon emissions. And then combined with the panel analysis, analyze the relationship of the two from the perspective of industry. The empirical results show that foreign enterprise export, foreign participation, per output has significant negative impact on the host country’s carbon emissions; the raising of energy utilization technology and the optimization of energy structure has significant positive impact on China’s carbon emissions.Firstly, based on the existing domestic and foreign relevant theory and empirical research, this paper theoretically analyzes the relationship between foreign enterprise export and carbon emissions from the perspective of motivation. Secondly, this paper analyzes the development trend and industry structure of the FDI, foreign enterprise export and carbon dioxide emission. Results showed that the three are highly positive correlated, namely:when FDI, foreign enterprise export increases, China’s carbon dioxide emissions will also increase. And then, this paper analyzed the factor of carbon emission on the Laspeyres decomposition method. Then, this paper carried on the empirical research on the impact of foreign enterprise export, foreign industry participation, import and export trading, per GDP, energy structure and energy utility technology on China’s carbon emissions from the two levels of national and industry. Finally, according to the research above, this paper put forward the corresponding policy recommendations from the following four aspects:foreign capital quality in our country, technology innovation, industrial structure, environmental regulation system and so on.
