The Comparative Study Of The Urban-rural Integration Level In Eastern, Central And Western China

Advancing the coordinative development of urban-rural area and realizing the urban-rural integration is a long term strategic task under the back ground of adjusting structure, changing pattern and promoting growth in our country. This article is based on the concerned theories of urban-rural integration, apply comprehensively the knowledge and principle of the urban and regional economics, development economics, institutional economics, refer to the evaluation indicators system to the urban-rural integration of the prominent scholars from home and abroad, target eastern, central and western etc. relevant areas, collect related research data, be in line with the principles of scientificity, operability, comparability and locality to establish a system which includes the integration of urban and rural residents’ life, the integration of urban and rural economic development, the integration of urban and rural infrastructure, the integration of urban and rural public service and the integration of urban and rural social insurance, these five parts includes19index. This article uses the principal component analysis to measure the urban-rural integration level in eastern, central and western China.There are real evidences which shows that the urban-rural integration leve decreases from east to west. Among the ten provinces and cities, whose synthesis scores are best, there are nine regions from eastern China, which states that the eastern region occupies the leading status in the process of the urban-rural integration. The only one western area topping ten is Chongqing, which shows the remarkable effect since Chongqing vigorously advances the urban-rural integration in recent years. However, in the ranking of the bottom ten, nearly all the low score regions are from western area except two central regions. Therefor, in the process of urban-rural integration, the eastern and central area are under deepen and strengthen and should learn from eastern area.Besides, this article studies the specific difference between them and finds that the integration of urban and rural residents’ life, the integration of urban and rural economic development, the integration of urban and rural infrastructure, the integration of urban and the integration of urban and rural social insurance decrease alone with east, center and west. Measured from synthesis score, most of provinces and cities in eastern area get higher score, provinces and cities in central area get lower score but still higher than that in western area, which lies in the bottom. However, in the aspect of the integration of urban and rural public service, the result is different. Compared with central area, most province and cities in western area do better, and four of them is outstanding and pull up the average level of western area. So the integration level of urban rural public service in western area is higher than central area and the situation is:east is highest, west takes the second place and center is lowest.Finally, according to the research result, this article puts forward the countermeasures combining their own development characteristics. First, in the aspect of the integration of urban and rural economic development, eastern area should increase farmers’income through several ways to improve economic development and narrow the economic gap between urban and rural areas. Central area can advance the economic development of county territory preferentially to drive the development of key town and promote the integrative development of urbanization and new countryside. Western area can consider to support a batch of large-scale leading enterprises and farmer specialized cooperatives to push the rural economic development. Second, in the aspect of the integration of urban and rural residents’life, eastern area should improve the living standard of urban and rural people while pay attention not to cause the intervallic difference between urban and rural. Central area should enhance the urban living standard and ensure the rural living standard meanwhile. Western can preference to the city economic and exert the influence of radiation. Three, in the aspect of the integration of urban and rural infrastructure, eastern area should pay more attention to the rural development and make it keep pace with the urban area. Central area should give great impetus to small towns’construction and combine it with part construction. Western area can strengthen the construction of rural model villages and process the integrated development under the leading of model villages when they are mature to enhance the supporting capacity of urban and rural integration.Four, in the aspect of integration of urban and rural public service, eastern area can achieve relative urban and rural integration on the basic of admitting the reasonable gap and make the public service system popularize every areas and benefit every residents. Central area should enlarge the range of public service and link up the urban and rural social public service system. Western area should carry forward the public service system which focus on the education, medical treatment, employment, pension etc.social undertaking to promote the urban and rural public service equalization. Five, in the aspect of the integration of urban and rural social insurance, eastern area can be the first to explore the social insurance model which cover comprehensively the urban and rural residents and make it benefit every one. Central area should develop the social insurance comprehensively and make sure every project existing can be put in place. Western area can establish a social insurance pattern according to its features.
