Free trade,as the most important principle in international economic and trade exchanges, has become the most universal value in the process of economic development in the world today in the context of economic integration.Governments in various countries have taken the form of reducing trade tariffs and eliminating non-tariff barriers to promote the multilateral and bilateral trade cooperation mechanisms to become regular and permanent. As a strategic link in world trade,China has enjoyed the dividends brought by the continuous reduction of the average world trade tariff level under the“Belt and Road” initiative, and has contributed to reducing the barriers to tariffs that hinder the development of international trade..China is actively expanding the Central and Eastern European markets, and trade facilitation is imperative. At the same time, among the many factors affecting trade flows, trade facilitation is increasingly valued by governments, academics, and traders.A large number of studies have shown that the impact of trade facilitation on trade flows is positive, and the degree of trade facilitation of a country will directly determine the economic benefit value and social welfare level that trade brings to the country. This article first summarizes the research on trade facilitation by scholars at home and abroad over the years;second, statistics on China's exports to Central and Eastern Europe in the past 9 years and the scale of goods, and analyzes the cooperation and competitiveness of China and the EU at the scale of goods;Established a trade facilitation index evaluation system, and used SPSS17.0 software to measure the level of trade facilitation in 16 Central and Eastern European countries using principal component analysis. Finally, the trade facilitation measurement level is introduced into the gravity model as an extended explanatory variable and regression analysis is performed.Concluded as follow:First of all, trade facilitation in Central and Eastern European countries has a good development trend. There is still a lot of maneuverability to improve the level of trade facilitation in Central and Eastern European countries along the “Belt and Road”.Second, use principal component analysis to analyze,From the perspective of development trends, the level of trade facilitation in Central and Eastern Europeancountries is on the rise;from the perspective of regional distribution, the level of trade facilitation is unevenly distributed among countries; From the perspective of areas, the level of trade facilitation in infrastructure and e-commerce in Central and Eastern European countries has basically remained stable and rose slightly, and the customs environment has improved significantly, but the system conditions have declined. Finally, based on the empirical analysis of the gravity model, trade facilitation will further stimulate China's export scale and provide policy recommendations and references for the development of China's export trade with Central and Eastern Europe.
