From the government management angle, the strategies are including: to establish multi-azimuth regulatory mechanism of fixed-point medical institutions, financing is an effective means to breakthrough financing problem, encouraging the construction of integrated development of urban and rural medical insurance, introduction of three party insurance mechanism. From the hospital angle, the strategies are including:strengthening the medical quality management, improving the medical service level, The implementation of the comprehensive quality of two-way evaluation mechanism, the medicine price of "NRMS" are in no post sales. From the inpatients angle,participants conscientiously study and master related "NRMS" security mechanism and participants taking the right combination of medical service to reduce medical expenses.
