Then the author analyzes the development characteristics, the essence of innovation network of institutions, the mechanisms of software industry.Secondly, through the analysis of typical cases of software industry industries, the author believes that, although the successful the industry clusters, including Silicon Valley, Bangalore, and Kista in Sweden, have characteristics of local embeddedness and network, they all have similar core factors and development mechanisms, ie, strong scientific research and technology, capital investment for innovation, intermediary services, At the same time, UNI SPAR (University-Industry-Science Partnership) and innovation culture are also important.
