The high-tech industrial areas play an important roll in establishing and developing innovation networks during the process they evolve from lower to higher levels. Based on this, this article analyzes the mechanics of the establishment and development of the innovative networks and tries to explore the evolvement rules of the high-tech industrial areas: what is the evolvement mechanism of the innovation networks? What is the relationship between the evolvement mechanism and development of the innovation networks? How do the innovation networks realize the scale-returns increasing effect during the process when they help the firms aggregate? How are the dynamic evolvement model and characteristics of the high-tech industrial areas based on the innovation networks?This article is trying to analyze the evolvement mechanism of the innovative networks from the 3 angles of technical competition and cooperation, technical connection and technical diffusion in an open-area environment. It is also trying to establish a dynamic evolvement model of the high-tech industrial areas. All of these are studied using the case of Jiangning automation industry of electric power systems.This article studies and analyzes the Jiangning case for the evolvement mechanism and decides the evolvement stage it is at and the characteristics of the industrial area. In the meanwhile the article tries to predict the future evolvement direction of the Jiangning automation industry of electric power systems using its evolvement route. For the evolvement model, this study improves the Park's study and describes the characteristics of the industrial area at every evolvement stage using the indices such as organization structure of the cluster, embeddedness, flexibility, the relationship between the innovation network crunodes and innovation network strength.The author thinks it is because of insufficient knowledge on the evolvement rules of the innovative networks in the past that the government found difficult to make thedevelopment policies for the high-tech industrial areas. As a summary of the whole article, the author gives some suggestion on the policies for developing the high-tech industrial areas at the end of the article.
