The stock of our country’s completed buildings is very huge, but the proportion ofgreen building is too small, and there are few buildings that can achieve the greenstandardization by reform. Due to existing buildings consume a lot of energy in theoperational aspects, and with a sense of resource crisis and the idea of sustainabledevelopment, people are increasingly concerned about the green transformation ofexisting buildings. However, the implementation of the green transformation toexisting buildings will affect the short-term interests of the individual and the firm. There is no perfect evaluation criteria and technology in this area. The stealth benefitsof transformation are not proper quantification, making the most of thedecision-making lacks enthusiasm. In addition, the interests of the parties, such asgovernment, the public, authorities and so on, doesn’t recognize comprehensive of theproject cost-effectiveness. This paper focuses on the costs and benefits of greentransformation from an economic point of view, and gives specific quantitativemethods and improves the transformation of existing buildings green economicevaluation, and has important practical and theoretical significance for theimplementation of China’s current transformation of existing buildings greenactivities.Considering that green transformation of existing buildings has its owncharacteristics, conducting the costs and benefits analysis can’t simply use the newconstruction or general reform method, making the existing buildings cost-benefitanalysis is more prominent. After clearing the specific cost-effectiveness content ofgreen transformation, respectively, to quantify its cost-benefit analysis: analyzing thecost of whole life cycle can get a mathematical model to calculate the cost; throughmethods such as welfare economics, disease cost, willingness survey, can get how tomeasure the each indirect benefits index, so that calculating the benefits of greentransformation become clear, providing decision-making basis for decision-makers.To conduct the cost-benefit analysis of green transformation in existing buildings, this paper uses net benefits (compared to the original construction, the transformationefficiency is0). If the net benefit of green transformation in existing buildings isgreater than0, then the transformation program is economically feasible, on thecontrary, considering other program. From the perspective of the whole life cycle, reducing the net cost of the green transformation in existing buildings also increasenet benefits relative to the original building. Therefore using Economic Review is toreduce the net cost in this article. On the basis of projects, this paper summarizes the problem of conductingcost-benefit analysis in current green transformation and gives the appropriate way todeal.
