Nowadays, the repeated road excavation caused by the expansion, update, repair of thecity underground pipeline is a very common phenomenon along with our country’surbanization process.The repeated excavation not only causes environmental pollution, noisepollution and other hazards, but also social cost of road excavation such as caused increasingtraffic congestion, loss of business interests.In this context, public gallery aimed at solving the"street zippers" problem gain the recognition and promotion.The public gallery originates in Europe, currently the public gallery has been completedin some cities in China, but the expected operating effect is not very good. Based on theanalysis of present situation of public pipe gallery operations in China, this passage putsforward the the issues of operation process and the solutions that the government should seekpartners by using PPP mode. Further, this passage analyzes the feasibility and the cooperationmechanism of the public gallery using the PPP model, build construction and operation PPPmode,ie pre compensation mode and compensation mode, suitable for China’s public pipeline.Finally, the main taker of public gallery cost is government departments and the public galleryof the pipeline units on the basis of the analysis of comprehensive benefit sharing of thepublic gallery. We put forward the implementation model the public gallery charge pipelineunits in the late operation process ie,the "double rent","rent supplement separation" model, inconsideration of the benefit and the factors of public gallery. Also, we put forward that weshould identify the rent that a private sector can receive according to the interests of theprivate investors, and that consider a rent that the pipeline unit can accept, with the remainingpart completed.by the government in the form of subsidies.Overall, the cost-sharing method of the PPP mode in the public gallery is more suitable inthe initial period in the construction of public gallery, but it should continuously adjust withthe development of public gallery in our country.
