The Construction And Operation Mode Of The Integrated Pipe Gallery And Public Policy Research

In this paper,from the Angle of the government,it had analyzed the construction practice and the research results at home and abroad,and discussed the construction &operation and public policy of the utility tunnel,and it would promote the construction of the utility tunnel from the administrative decision maker perspective.The author himself,after a long term municipal administration working experience and research for the utility tunnel,found that the government should spare no effort to solve the following problems if it wants to construct and use well the utility tunnel.The first problem is the construction financing,it should be not limited to equity trading by allotting earnings and franchising,but also in the standpoint of relation and development,to expand financing channels,and combine the existing financing pattern and innovating financing.The second problem is construction decision,the utility tunnel is not useful for everywhere and everything,it should be in scientific way to predict the construction benefit.The third problem is operation maintenance,it should be the comprehensive work for all-dimensional and should go about their respective terms of references.The forth problem is evaluation mechanism,it should be set up in guidance quality,so that it could be phase matched to the features of inconspicuous direct benefit and huge recessiveness benefit.In this paper,propose a new idea of financing and deciding,These should be tested in further practice.
