The Public Cost Research Based On The Traffic Mode Choice Of Urban Passenger Transportation

The city p-traffic way has respective survival superiority and inferiority in construction investment, resources consumption, using scope, transportation benefit and environmental pollution and so on. Therefore, there are many differences about transportation mode selection. The city p-traffic mode selection not only affects the municipal transportation efficiency, but also affects government's resources deployment. Therefore, the government urgently needs to understand each transportation ways quantitative result, so that they can guide municipal transportation plan from an overall perspective. At present, domestic scholar researches on the transportations just begin, but are limited to a particular aspect. They don't measure the reasonable disposition degree from government's angle and don't provide the reference for government's strategic decision.Based on the definition of transport public cost, the article divides the public cost into the dominant public cost and the hidden cost. About the dominant cost, the article mainly researches on crowded cost, infrastructure cost, traffic accident cost, noise and light pollution cost. Moreover, calculation method of each cost is established. Meanwhile, it researches on the hidden cost using qualitative and quantitative methods. According to each transportation public cost and travel contribution rate, this article puts forward the concept and calculation method of synthesis public cost, which is taken as an index to exam resources reasonable disposition degree of the government.Through analyzing each transportation public cost of Xi'an, the article points out the potential problems in Xi'an transportation. Unifying Xi'an's transportation question, it calculates the synthesis public cost. And then, from the three aspects of transportation structure, transportation efficiency, opportunity cost, the article concludes which is the prioritize transportation vehicle. At last, standing on the government's angle, some suggestions are made for the Xi'an traffic and region transport facilities.
