Supply chain is a complicated network system constituted of lots of nodes such as suppliers, manufacturers, distributors, retailers and many existed third party logistics departments or companies. Close correlation which lies in node enterprises affect not only their up and down stream enterprises’ desired targets but also the whole performance and stability of the supply chain, and even disruption risks can be caused and vulnerability be increased in supply chain. On the one side, supply chain management methods, theory and technology mature day by day, great success has been brought by JIT, VMI and zero inventory; otherwise, unprecedented challenge also emerged in demand market, raw and processed materials, component section and parts supply market, transportation system and information system which are caused by unexpected events. And the complexity, uncertainty and dynamics of enterprise’supply chain is aggravated gradually in the process of information revolution and economic transformation. The operation recover ability is focused as soon as the emergency events occurs. And how to prevent the enlargement of losses is the most important question which needs to be studied in supply chain emergency management.The paper firstly analyzed the fundamental problems of supply chain emergency management including the definition, types, characteristics and related concepts. Then obtained the development history of emergency and reveals its evolution mechanism and characteristics and accounted as much as identification and evaluation methods in supply chain risk management and crisis management. And the whole supply chain management system was established though the research of coping strategy, methods, measures and ways to shortening the development of emergency and cutting the losses.These innovations in this article are as follows:(1)Supply chain risk management and supply chain crisis management were incorporated into the supply chain emergency frame scientifically, identification and warning of supply chain emergencies and risks as well as handling of emergency and crisis were dealt with dialectically. Unconventional supply chain emergencies and conventional supply chain risk and crisis judgment, identification and warning were combined.(2)Effectively avoid the subjectivity and limitations of experts’experience by introducing triangular fuzzy number in emergency’s dynamic grade method, as it is more reasonable to replace the traditional determine judgment matrix by fuzzy sets while improve the accuracy of the results. To be more scientific, cyclic adjustment is used on the calculating and contrast of the state transition probability of future time and a discrete time before. (3)It is focused on the start time of the emergency plan. If the time function is discrete as while as the enterprise has an early disposal plan, the key is to think whether launched the emergency response plan in phases; if the time function is the continuous type function, which means the emergency events won’t suspend immediately after the plan was launched, we need to discuss the timing of starting plan, though model analysis and numerical simulation. On the premise of whether the function is continuous or not, the timing is the cumulative loss caused by emergencies is more than the start-up costs of emergency preplan.
