Evaluation Of Sustainable Development Level Of The Tertiary Industry In Taicang City

With China’s accession to the WTO and the development of economic globalization, the adjustment and upgrade of industrial structure has become an inevitable trend, and the tertiary industry will become the main growth point of national economy in the future, however, the environmental problems caused by tertiary industry have become more and more serious. In fact, the domestic and international research on the tertiary industry pays more attention to the growth trend, internal structure, rarely involving the environmental problems of the tertiary industry. As a fast-growing city since China’s reform and opening-up, Taicang city also has such problems.This paper collects the economic data from2001to2012of Taicang, and analyzes the development level, employment structure, and internal structure of it. Based on the above, we compare the tertiary industry development in Taicang with the surrounding area, the domestic and abroad, then finding the problems in the tertiary industry of Taicang. And also we find that the tertiary industry in Taicang has shown good momentum of accelerating development. Its scale and structure exceeds the national average, but the employment absorption capacity is insufficient, and there is still a big gap compared with developed cities in the domestic and abroad. The development level of the tertiary industry does not match with the stage of economy development of Taicang, and the traditional service industry still accounts for a large proportion of the tertiary industry. According to the analysis of the electric energy utilization of the tertiary industry, we find that the electricity utilizing efficiency is rising, and the largest power consumption can attributed to the commercial, accommodation and catering industry.This paper constructs a sustainable development subsystem of the tertiary industry, and AHP is applied to weighting the grade assessment indices. And we divide the level of sustainable development into4levels which contain highly sustainable level, moderately sustainable level, lowly sustainable level, non-sustainable level. And we put the four years’ data of Taicang into the subsystem (2001,2005,2009,2012), drawing a conclusion that the sustainable degree of tertiary industry in2001is0.6609, and at the lowly level;0.6600in2005, also at the lowly sustainable level;0.7417in2009, at the moderately sustainable level;0.8042in2012, also the moderately sustainable level. It shows that the sustainable development level of the tertiary industry in Taicang has risen from lowly sustainable level to moderately sustainable level. Then we put forward eight measures to promote the development of the tertiary industry in Taicang. These suggestions involve adjusting the traditional ideas, pay attention to the development of the tertiary industry; speeding up the city urbanization; increasing the producer services development; unified planning and upgrading the taste of the tertiary industry; and increasing social financing channels; increasing the income of urban and rural residents, and expanding consumption demand; pay attention to it’s geographic position superiority and the insustrial superiority.
