Yanbian Area Of The Third Industry Sustainable Development Research

The flourish of the tertiary industry is a significant feature of modern economy. The tertiary industry’s share of GDP is an important symbol to measure the level of a country’s economic and social development and modernization Therefore, China pay a lot of attention to optimize and adjust the industrial structure and develop the tertiary industry, and gradually form the rational structure of the primary, secondary and tertiary industry which adapts to social productivity level. Especially, the Party’s 17th report clearly states that we need to accelerate transformation of the mode of economic development and promote upgrading of the industrial structure. After that, the tertiary industry develops very rapidly and its share in the three industries increases from 31.3% in 1990 to 43.1% in 2011.Since China’s reform and opening-up, the tertiary industry in Yanbian has developed quite rapidly. During the 11th five-year plan, the three industries’contribution rate of economic development in Yanbian are respectively 9.8%,47% and 432%. This way, "the secondary, tertiary and primary " pattern comes into being. After over 10 years’rapid development, the tertiary industry in Yanbian has entered the phase of adjustment and stable development and made outstanding achievements. However, there are many problems during the development of the tertiary industry in Yanbian. For example, the total amount of the tertiary industry is small and its proportion declines. Poor development of the internal structure level, unbalanced development between counties and cities, and its disproportion of internal development also exist In addition, the policy support lags behind, and accompanying policy is quite little. All of these problems influence whether we can accomplish the planning goal of the 12th five-year plan and sustainable development of the tertiary industry or not For this reason, in the new historical background, guided by Marxist economic theory, we should take full advantage of favorable condition of developing the tertiary industry in Yanbian, make systematic research and analysis about the latest statistical data and dissect those problems of developing the tertiary industry in Yanbian. On this basis, we can put forward effective countermeasures to promote the sustainable development of the tertiary industry in Yanbian.It is quite significant to make study on the tertiary industry development problems. The research results of this paper not only provide the theory basis for the Yanbian government functional departments to make decision about the tertiary industry development, but also important reference for the tertiary industry development of other frontier minority areas. It has important meaning on theory and in practice.
