Theimportance of science and technology for the development of modern agriculture on2012"the central document No.1" in construction, adhere to rely on scientific and technologicalinnovation to promote the extension of agricultural technology and agricultural social service.Practice has proved that the effect of the system of special commissioners in science andtechnology is quite significant agricultural science and Technology Extension Service systemin many agricultural promotion service system.Reasons of the history and system, resulting in China’s urban and rural economicdevelopment is not balanced, the development of the rural economy is relatively backward. Todevelop the rural economy, build modern agriculture, increase farmer income, need to rely on"science and technology as the first productive force", and science and technology will beintegrated into the to solve the "three rural" service. This article takes the Shandong provinceTai’an city as a case study, and the existing problems in Tai’an City, the effect of the system ofspecial commissioners in science and technology and its reasons were studied, and drawingon relevant domestic and international agricultural science and technology promotion and theeffect of the system of special commissioners in science and technology system experience,puts forward some countermeasures to optimize the system of special commissioners inscience and technology system in Tai’an city. Through the research, this paper draws thefollowing main conclusions:(1) made the implementation of science and Technology Commissioner System of Tai’anCity, the effects are: first, optimize the industrial structure of the local agriculture, increase theincome of the farmers; two is to enhance the universities and research institutes, scientific andtechnical personnel services to the "three rural" practice ability; three is the dissemination ofadvanced science and technology, improve the overall quality of the farmers; four is topromote the transformation of agricultural science and technology achievements.(2) the main problems existing in the sci tech commissioner system of Tai’an are: first,uneven the effect of the system of special commissioners in science and technologyentrepreneurial ability; second, long-term mechanism working technology is not perfect; third,the coexistence of shortage and brain drain problem of talents; fourth, special funds safeguardineffectively; fifth, science and technology correspondent team instability. The main reasons caused these problems are: the first is the system has inherent defect; second is not enoughsupport to.(3) through the advanced experience from the ombudsman system and the promotion ofagriculture science and technology at home and abroad, draw the following conclusions: first,the establishment of special funds and preferential policies to the operation mode combination;second, establish "Organization Department, technology department, relevant departmentsleading" organization and management mechanism; third, establish "two-way choice supplyand demand is connected," selected mode; fourth, expand the technology services; fifth,actively encourage technological entrepreneurship, to form a community of interests; sixth,information construction technical special original system, strengthen the cooperation withuniversities and research institutes.(4) the construction of operation mechanism of the effect of the system of specialcommissioners in science and technology system can take the following countermeasures inTai’an City: first, efforts to change the role, give full play to the government function; second,introduction of talents, build talent guarantee mechanism; third, increase investment, establishfinancial security system; fourth, the innovation of science and Technology CommissionerSystem, optimizing the operation mode.
