| Since the establishment of sci-tech special commissioner system,it has played an enormous role in promoting the economic and social development of agricultural and rural areas in our country.With the introduction of the concept of “mass entrepreneurship and innovation”,agriculture has embraced new opportunities of technological innovation and industrial development.In the previous practice,sci-tech special commissioner assumed the role of the main creator and communicator of agricultural science and technology.Under the new development demands,sci-tech special commissioner also gradually take on the comprehensive roles of innovation and entrepreneur in addition to the traditional roles.How to carry out innovation and entrepreneurship in the multi-role specification is a problem of innovation and entrepreneurship behavior.Through the analysis of the innovation and entrepreneurship practice of sci-tech special commissioners in Xinjiang Production and Construction Corps(hereinafter referred to as the Corps),it is found that the lack of motive power and capacity of innovation and entrepreneurship behavior of sci-tech special commissioner in the Corps limits the innovation and entrepreneurship performance.The previous researches of behavior problems focused on motivation,constructing the framework of motivation-behavior-performance analysis.There are increasing studies finding that motivation is not enough to fully explain the occurrence of behavior,and thus the research has fallen into a strange circle of adding mediating and moderating variables of motivation-behavior.In the light of the consideration of fundamental motivation,ability and performance of sci-tech special commissioners’ innovative and entrepreneurship behavior,taking their entrepreneurship and innovation performance in the corps as the research object,the thesis explores the relations among innovative entrepreneurial drive,motivation,behavior,ability,performance,environmental uncertainty of sci-tech special commissioners’ innovation and entrepreneurship behavior in the corps,which enriches the theoretical and practical research on innovation and entrepreneurship behavior and performance of sci-tech special commissioners in the corps.Using literature research method,investigation method and empirical analysis method,this study sorts out the research literature on innovation and entrepreneurship of sci-tech special commissioners,constructs the theoretical model of innovation and entrepreneurship behavior and performance analysis of them,and analyzes the their innovation and entrepreneurship motivation and ability factor structure,verifies the mechanism of action among drive,motivation,environmental uncertainty,behavior,ability and performance,and proposes performance improvement strategy of sci-tech special commissioner in the corps on the basis of the empirical research results.The main research conclusions are as follows:Having comprehensively analyzed the related research on innovation and entrepreneurship behavior,the theoretical model of innovation and entrepreneurship behavior analysis of sci-tech special commissioners in the corps is constructed,which extends the classical framework of motivation-behavior-performance forward and backward.In the forward extension,the motive power is regarded as the fundamental promoting force for innovation and entrepreneurship behavior,constructing the theoretical model of motive power-motivation-behavior and introducing the environmental uncertainty variable as the moderating variable of the effect of motivation on behavior.The performance is extended backward to draw performance from the motivation-behavior-performance framework and build a competence-performance analysis model.The scale of innovation and entrepreneurship motivation and ability of sci-tech special commissioners in the corps is established by combining qualitative and quantitative research methods.By virtue of the method of theory analysis and exploratory factor analysis,the innovation and entrepreneurship motivation scale of sci-tech special commissioners in the corps is established,including three dimensions of main motivation,organizational motivation and service motivation,as well as 13 specific indicators.On the basis of the existing research,through the method of exploratory factor analysis and hierarchical analysis,the innovation and entrepreneurship ability scale of sci-tech special commissioners in the corps is constructed,including four dimensions of knowledge reserve,innovative and entrepreneurial thinking,practical execution ability and environmental allocation ability,as well as 18 specific indicators.In accordance with the questionnaire data,using SPSS26.0 software,it can be found through multiple linear regression analysis of the Ordinary Least Square(OLS)that the innovation and entrepreneurship motivation and its constituent factors of sci-tech special commissioners in the corps have significant positive impact on innovation and entrepreneurship motivation and behavior,and innovation and entrepreneurship motivation has significant positive impact on behavior and innovation and entrepreneurship ability,and its components have a significant positive impact on performance.Combining stepwise regression test and SOBEL and supplemented with the BOOTSTRAP method to inspect mediation relation between motivation and behavior of sci-tech special commissioners,discovering that there is partial mediation effect between motivation and behavior of sci-tech special commissioners,a complete mediation effect between motivation and behavior of main body,and partial mediating effect between organizational motivation and behavior as well as between motivation and behavior in the service location.In accordance with the stepwise regression analysis,after introducing the interaction term of motivation and environmental uncertainty,the explanatory power of innovation and entrepreneurship motivation on behavior of sci-tech special commissioners in the corps is improved,indicating that the uncertainty of innovation and entrepreneurship environment positively moderates the effect of motivation on behavior of sci-tech special commissioners in the corps.Through descriptive analysis and DEA-BCC envelope model analysis,the innovation and entrepreneurship performance of sci-tech special commissioners in the corps is analyzed.With DEA-BCC envelopment model analysis,it can be seen that the comprehensive efficiency value of the third division,seventh division,eighth division,land reclamation academy of sciences,Shihezi university is 1,the DEA of six units is effective,and technical efficiency and scale efficiency value is 1,namely,technology,scale of input-output efficiency is good,while the comprehensive benefit value of 10 th division and Tarim university is less than 1,meaning the DEA effective.All of them are not effective for scale efficiency value is less than 1.Through decreasing returns to scale analysis,it shows that the input-output returns to scale of innovation and entrepreneurship of sci-tech special commissioners of the 10 th Division and Tarim University are increasing by degrees.In accordance with the description and analysis of the innovation and entrepreneurship performance of sci-tech special commissioners in the corp,it indicates that the innovation and entrepreneurship team,project and system of sci-tech special commissioners in the corps have developed to a certain extent,which brings economic and social effects including: improvement of quality of the workers in the service areas,significant increase of the income of the workers in the service areas,well development of the demonstration projects,considerable effect of poverty alleviation and prosperity,and long-term development of the construction of the personnel team in the service areas,promoting the integrated growth of the army and the land.Finally,based on the empirical research conclusions,the innovation and entrepreneurship behavior and performance improvement strategies of sci-tech special commissioners in the corps are put forward from the three perspectives of power stimulation,capability enhancement and environment improvement.The main contributions of this research are as follows:(1)It expands the theoretical "Motivation-Behavior-Performance",by thinking about the fundamental power of innovation and entrepreneurship,and forms the behavioral analysis frameworks of "motive power-motivation(environmental uncertainty)behavior" and "capability performance",which is the development of behavior theory.(2)The scale of innovation and entrepreneurship motive power and the scale of innovation and entrepreneurship ability provides a reference tool for the research on innovation and entrepreneurship.(3)The using of the behavior theory in analyzing the innovation and entrepreneurship enriches and expands related research. |
