Dairy industry is one of the strongest industries in animal husbandry development of our country, and it occupies an important position in national economy. Heilongjiang province is in "the world dairy belt", has the unique advantages of the dairy industry development. But at present the dairy industry competitiveness of Heilongjiang province has not yet reached the leading position in our country. So analyzing the current situation of the dairy industry development of Heilongjiang province, grasping the obstacle factors affecting dairy industry competitiveness and the future development trend of Heilongjiang province, and according the actual situation of Heilongjiang province formulating the reasonable development strategy to improve the level of the development of the dairy industry competitiveness in Heilongjiang province have the important practical significance. To promote the competitiveness of the dairy industry,we must give objective analysis and evaluation on the core competitiveness.Only in this way, we could find the gap between Heilongjiang dairy industry and competitors at home and abroad,then we could indicate the direction for the ascension of Heilongjiang dairy industry competitiveness.In this paper some basic theories were used, including the regional economics theory, the comparative advantage theory, the competitive advantage theory, and some research methods were used, such as the method of combination of Empirical analysis and normative analysis, the method of combination of the quality analysis with the quantity analysis and documents method. The dairy industry in Heilongjiang Province was the research object and its competitiveness was evaluated. The main research contents are as follows:In the first place, This article summarizes the studies on factors and the related theories of industry competitiveness at home and abroad,and makes an overview of it,define the concept of competitiveness, industry competitive and the dairy industry competitiveness. Describes the related theories of regional economics, comparative advantage and competitive advantage. On the basis of the research on related theory at home and abroad,we find that the quantitative analysis on research and evaluation index system of the dairy industry competitiveness is lesser,so the dairy industry competitiveness evaluation index system should not only pay attention to general, more attention should be paid to the particularity.Secondly,From the four aspects, including the dairy cattle farming, dairy production processing, dairy industry market and consumption and the macro-environment of dairy industry development the present situation of dairy industry development of Heilongjiang province was analyzed. The results showed that in order to improve the dairy industry competitiveness the investment of the science and technology, personnel and other aspects were increased, and the policies promoting the dairy industry development in Heilongjiang province had been formulated. But the degree of the dairy industry scale was low in recent years.Thirdly,the evaluation index system of dairy industry competitive of Heilongjiang province including5two level indexes, for example, the raw milk production, the dairy industry inputs, the dairy industry output, the market performance and the sustainable development and18three level indexes was constructed. By using the principal component analysis method the competitiveness of dairy industry of Heilongjiang province and the other20provinces (autonomous regions or municipalities) was evaluated in2007-2011. The competitiveness of dairy industry of Heilongjiang province and other provinces were compared and analyzed on the vertical and horizontal transverse. The results showed that through the horizontal comparison, the dairy industry development of Heilongjiang province was better, and in the nationwide the industrial competitiveness was relatively strong. But the analysis from the longitudinal trend, in recent years, the development trend of dairy industry was not stable enough, and the development of each index was imbalanced in Heilongjiang province.Then,this paper,on the basic of the index system,analyze the obstacle factors of dairy industry competitiveness in Heilongjiang province. The results showed that the growth rate of the dairy industry output, number of turnover of industrial capital flow, The profitability of the dairy enterprises, operational efficiency of funds, the profit rate of breeding cost, the farming scale and the destruction of the environment and resources impacted relatively large on the dairy industry competitiveness of Heilongjiang Province. Then,we could put forward resultful countermeasures and measures to improve the heilongjiang dairy industry competitiveness pointedly.At last, through the evaluation results,and in combination with the practical situation of heilongjiang province,the paper give the suggestions on the optimization of the industrial structure, reforming the production management of dairy enterprise, providing a good financing investment environment, reducing the cost of the dairy cow breeding, scale process, strengthening the environmental pollution control.
