Benchmark price is referenced base price for our government andland administration department to manage land price, is the core ofChina’s land management system, therefore, how to further improve anddevelop related research to update process of land grading andassessment of benchmark price is particularly important. At present, themost of technical route of China’s urban land grading and updating ofbenchmark price is "with the land grading based, to assess benchmarkprice, and using the assessed price to verify the result of land grading ",inevitably to be "quality price is off ". In recent years, despite of a largenumber of new research models and methods to be introduced to attemptfor urban land grading and updating of benchmark price, but the most ofthem dissociate land grading from evaluation of benchmark land, stilllikely to cause " phase from the quality and price ", to affect veracity ofthe final achievement. In addition, in the majority of our urban landgrading and benchmark land price in the process of updating use only oneweights system of factors and one amendments system of plot ratio, cannot reflect regional differences in the city, the updated result ofbenchmark land is not completely and easy to put into use.Therefore, for example of Baotou commercial land, this article useSuper-Efficient BC2-DEA Evaluation Model With Constrainted InnerCone and Kriging interpolation technique of Geostatistical Analysis, forthe relationship of the land price of commercial point and the weightssystem of factors, to determine the weights system of factors and theamendment’s system of plot ratio for different regions, to improve landgrading and benchmark land price update process, and through adjustingthe relationship of the effected mark and benchmark price of unit of rank to build DLPM, to make the updated results can be reflected moreintuitionally, to come true the function for inquiring the benchmark priceof point’s position, preventing the process from amendment for zone, tomake the result of benchmark price more convenient to put into use andmore science, to come true land grading and benchmark premiumupdating " quality and price supplement each other". Finally by linked upthe monitoring for dynamic land price, the aritcle update benchmark landprice, and timing reflect the change of land price level for city. Theconclusions of the article include aspects below:(1) the article useSuper-Efficient BC2-DEA Evaluation Model With Constrainted InnerCone to calculate the weight system of one factor, the result accord withsubjective and societal perceive as well as satisfy the objective andscientific correlation between the price of land point and the mark offactors, proving to use Super-Efficient BC2-DEA Evaluation Model WithConstrainted Inner Cone to calculate the weight system of one factor tobe viable and scientific;(2) the article use Kriging interpolationtechnique of Geostatistical Analysis to interpolate weights system offactors for space unbiased and optimal, to come true the process oftranslation for weights system of factors “from point to area”, throughthe map of interpolated result and the map of Zone Statistics could provethe interpolated result to be reasonable and scientific, to prove to useKriging interpolation technique of Geostatistical Analysis to spaceinterpolate to be viable and scientific;(3) the article formulate the settingplot ratios of different regions, to make amendment’s system of plot ratiofor different regions, and to formulate the connotation of benchmark landprice for different regions, to reflect differences of economy of regions,to come true to build the system of different benchmark land price, tomake the achievement more fit for regions’ situation, to make theachievement more easy to put into use;(4) through building DLPM forarticle, to make the achievement of benchmark land price showing clearly,and can come true function for inquiring the price of point, preventing progress from zone’ amending, to make easy for estimating parcel landprice.(5) through effective to link up the monitoring for dynamic landprice, to make true updating timing for benchmark land price, reflectingthe change of land price level for city, to provide reference for estimatingparcel land price, to complete to come true the function for dynamic landprice monitoring to monitor and manage land price level of city.
