As a basic element that human production and life must rely on,land plays an indispensable role in social and economic development.With the continuous improvement of the level of urbanization,the infinite demand for urban land and the limited nature of land resources have caused the contradiction between the supply and demand of urban land,which has made the trend of rising land prices prominent.Strengthening the management of land prices has become an objective need to promote the steady and rapid development of the urban economy.The benchmark land price,as the main basis for the government’s macro-control of land prices,plays a vital role in urban development.Studying the balance of benchmark town land prices,especially the balance of benchmark town land prices within the region,will help coordinate overall regional economic development and rational allocation of land resources.Therefore,by constructing the benchmark land price balance theory,this paper finds a method system suitable for achieving the benchmark town land price,which is of great significance for the research on the benchmark town land price balance.This paper takes the benchmark land prices of urban commercial,residential and industrial land as the research object.Firstly,by studying the existing literature,defining the definition of the benchmark land price balance,and explaining the relevant theories of the benchmark land price balance.Based on the comparability of benchmark land prices for different land uses,this paper comprehensively analyzes the factors affecting the benchmark land price balance between cities and towns,and builds the benchmark land price balance theory.Secondly,from the perspective of the benchmark land price balance theory,this paper constructs a index system of benchmark land price balance index for different land uses,and proposes the benchmark land price balance index method as a method for comparing the benchmark land price between different towns in the region;Finally,this paper conducts an empirical analysis on the benchmark land price balance of different land use areas in Tianjin,and uses the benchmark land price balance index method to construct a regression model of benchmark land price-base land price balance index regression for different land uses in Tianjin.The main results are as follows:(1)By analyzing the order of the benchmark land price balance index of different land use areas in Tianjin,the current average benchmark land price of different land uses in Tianjin has shown a decreasing trend from the central urban area to the Binhai New District,the four areast around the city,and the five suburban areas aroundthe city.(2)Most of the current average values of benchmark land prices for different land use areas in Tianjin are in line with the actual level of economic development.For areas that do not meet the level of economic development,the average benchmark land price should be adjusted according to the order of the benchmark land price balance index.(3)By using the benchmark land price balance index method,the current benchmark land prices of different land use areas in Tianjin are balanced.The benchmark land price balance theory can be used as the theoretical basis for the research on benchmark land price balance between cities and towns.Finally,this paper is based on the benchmark land price balance theory.On the one hand,it proposes corresponding countermeasures for the current areas in Tianjin that need to adjust the average value of the benchmark land prices for different land uses to achieve a benchmark land price balance;On the other hand,corresponding countermeasures and suggestions are proposed for the healthy and stable development of the land market in order to better promote the coordinated development of Tianjin’s regional economy.
