Research On Current Situation And Countermeasures Of Rural Financial Management

which ranges from the presentation of "Three Rural Issues" to the construction of new socialist countryside, from the scientific outlook on development to the establishment of a harmonious society. New China is rising and becoming more powerful, while the development of agriculture that assures the economic development and maintains social stability has been stuck, in which a reform is urgently required. In recent years, our country is committed to maintaining and promoting the stability and advancement of agriculture both in terms of policies and funds. Among various problems restricting agricultural development, the author believes that the reform of village-level financial management must be put in the first place. Briefly, the village-level financial management means that through financial management, administrative villages will realize reasonable allocation of village-level financial funds, standardized accounting of village-level various expenses, proper use of village-level assets resource, effective control of village-level debts and effective circumvention of potential risks generated in village-level economic activities.Currently, there are still many problems in the reform process of village-level financial management.In this paper, the study is mainly conducted in the following major aspects, namely, understanding of superiors on village-level financial management, confusion and lack of standardization in financial management, shortage in talents of village-level financial management, low overall quality, imperfect supervision and audit in the implementation of financial management. With taking the causes of problems as the starting point, the source of problems is deeply analyzed, and the solutions to them are summarized by combination with practice.Finally, based on the research and analysis on national policies, this paper makes a bold speculation for the development trend of village-level financial management and provides tentative support to the village-level financial management reform.
