With the ceaseless deepening of the global economy, the regional competitivepattern in regions has been broken; technology innovation has attracted unprecedentedattention as booster of promoting the regional development. Capability of technologicalinnovation of an area is undoubtedly represents the future development potential. so inorder to better adopt measures suiting local conditions, to rationally use the regionaleconomy and resources environment, to clarify the main factors affecting the regionaltechnological capability and development trend. We need to rationally plan the arearesource and environment integration, to systematically study the structure andoperation mechanism of regional innovation system research, to build an innovationsystem with regional characteristics, better play the role of technical innovation ondevelopment of regional economic and social role.There are abundant hydropower, tourism culture and mineral resources in thesouthwest region,and its geographical special ecological environment and technologyhas also provided the impetus and support for regional economic development, in orderto study the present situation of research on regional technology innovation ability ofsouthwest and regional technology innovation internal coordination mechanism, ontechnical methods, this paper firstly using entropy method to separately evaluate theregional technology innovation, then orthogonal projection method for regionaltechnology innovation by using the weighting step analysis,concluded that southwestregional technology innovation systems of each index weight. Finally, on the basis ofdetermining weight of regional technology innovation ability and the coordinationdegree evaluation.On the research idea, this paper selects four provinces(Chongqing,Sichuan,Guizhou,Yunnan)in southwest of China as the research space andgeographical environment. Regional innovation systems involves the economic, social,education, scientific research, technology output and so on. It is a result of thecombined action of regional resources elements, this article start from economic support,social environment, education, scientific research, technology input-output four aspects to establish the regional technology innovation system, and under each subsystemsseparately set up five indicators, and take evaluation of regional technology innovationcapability as the focal point, to make a intensive on the coordination of regionaltechnology innovation system. Through an empirical study of regional innovation andcoordination degree of the southwest four provinces and cities in the year of2005-2012,we comprehensive evaluate the city technology innovation level and coordinationdegree of the southwest of four provinces.Then we get the policy proposal of the fourprovinces and cities in China southwest through case study on the regional innovationand coordination degree of them. It is hoped that it can provide a theoretical and datebasis for the coordinated development of economic society in the southwest region.
