Study On Development Of Marine Industral Clusters In Guang Dong Province

The21st century is the century of the sea, and marine resources have become a hotspot in a new run of exploitation, countries around the world are competing to developthe ocean, the blue economy is gradually leading the vanguard. Now, the paces ofoceanic development are accelerating in my country, and a lot of coastal provinces havereceived supports of policies on marine economy test area. Guangdong, as marineeconomy Province, marine resources are richly endowed by nature. in2011,“Planningfor the development of marine economy comprehensive test area of Guangdong” wasapproved by the State Council. The marine economy makes great contribution to nationaleconomy and is favor to lead the transition and upgrade of industry. Therefore, study ondevelopment of the scientific marine economic path has very important guidingsignificance.In this paper, the marine industry cluster is the investigative object, and we dedicateto find scientific path of marine economy development. The theory basis of industryclusters and marine industry is illustrated, related cluster theory is described andanalysed, which lays the theory foundation. After that, four aspects are layer-layerprogressive: we analyse marine industry cluster development status and problems frommarine resources, marine economy and the overall state of marine industry clusterprofiles in Guangdong Province. Study results show that marine economic developmentin Guangdong Province owns support from mass resources and strong foundation ofeconomy, but there exist problems including imbalance on regional development, the lowlevel of public services not enough to optimize the industrial structure and outstandingissues from resource and environment. Using an improved method of location quotientwe measure agglomeration degree of main industry of Guangdong Provincial Oceanicindustry and their agglomeration, and find concentration degree of marine fisheries,coastal tourism, marine and petrochemical industry is high, the Marine transportation,the concentration degree of marine shipbuilding, marine biological pharmaceuticalindustry is low, the development level of water desalination and comprehensiveutilization of industry tends to be more moderate, Based on the “diamond” model toanalyze the influence of industrial cluster development, we find that the technology restriction was the main factor, when the capital and market structure is becoming moreand more mature, the rapid development of industrial cluster needs government’s policyadjustment; we summarize development experience of marine industry cluster of USA,Canada, Japan and summary the key industrial development experience about domesticShandong, Zhejiang, Liaoning, and prove that scientific technology is the developmentof industry cluster vitality and driving force of the conclusion. By using the SWOTanalysis method to analyze the advantages, disadvantages, opportunities and threats ofGuangdong marine industry cluster development, and put forward that strengtheningcooperation, cultivating industry leading, coordinating regional development,development of science and technology, promoting the marine sea linkage strategy way,cultivating marine industry cluster, and we propose the guarantee policy guaranteemeasures for marine industry cluster development: making sure status of developmentstrategy of marine industry, giving policy support to cluster of scientific and reasonableindustry, strengthening the cultural influence of the industrial cluster, expanding theeducation investment on field of science and technology, perfecting the financial systemand broadening the financing channels, and creating a full range of public servicesystem.The main conclusions and perspectives: by method of cluster, we can effectivelyintegrate the regional resources, promote the development of the marine economy andregional competitiveness. The main obstacle to development of Guangdong Provincemarine industry cluster is restricting of technology, we should follow the rule of clusterformation, pay attention to comparative advantage, make efforts to solve the institutionalobstacles of modern science and technology, enhance the efficiency of government policy,adapt the need of market changes and industrial development, accelerate the developmentof marine industry cluster and promote the comprehensive construction of marineeconomy experimental zone.
