It faces many difficulties and challenges in the process of emergence, development, flourish for new things, in which opportunities and risks coexist. Electric vehicles are new conceptions or new products at present, as one of the important facilities for electric vehicles, The charging infrastructures spring up quickly. Since2010, The State Grid, China Southern power grid company, PetroChina Company, Sinopec and China National Offshore Oil Corporation and other large state-owned enterprises have released the plan of the charging infrastructure construction, There is a huge space for growth in this market. Due to the particularity of the charging facilities, Power grid enterprises play a leading role in the construction and operation of electric facilities,bearing the important social responsibilities. But there are large uncertainties in the technical route,the progress of battery technology, the market acceptance, operation modes and the change of policies now, which bring to bigger risks for the planning of the charging infrastructures for the enterprises. Therefore, how to identify risks, avoid risks, grasp the development opportunity and realize the long-term development of the enterprise is a realistic problem for the power grid enterprises in our country.This paper present a new evaluation index system of risks for the planning and construction of charging infrastructures, a evaluation model which is based on fuzzy Analytic Network Process(ANP) is created, and then we put it into practice. This main research are as follows:Firstly, the theory of risk and risk management is introduced. The risk management contain risk identification, risk analysis, risk evaluation and risk response, the study of theorys nave lay theoretical basis for the full text.Secondly, this paper present a new evaluation index system of risks for the planning and construction of charging infrastructures. Under the principle of building evaluation index system, the paper adopt internal and external environmental scanning method and risk experts cited method to identify risks, which can build the index system that is suitable for network analytic hierarchy process (ANP).Thirdly, based on Delphi method, the network analysis method and fuzzy comprehensive evaluation, this paper put forward the risk evaluation model for the planning and construction of charging infrastructures, explaining the specific evaluation idea and calculation method detailedly. Finally, we have use the theory and method to analyze the risk that Beijing electric power company faces in the planning and construction of charging infrastructures in Beijing. According to the results, we put forward the corresponding countermeasure for the key risk, combineing with the particularity of the charging station construction.
