Complex relationship between energy and carbon emissions, which affects system stability, sustainability and future prospects. This study first explores in detail the interaction of the current trends in energy supply and consumption and carbon emissions and international, and is currently used for energy planning and optimization model to analyze the defects and deficiencies in the past on the method of the model exist. De Novo establish an uncertain energy and carbon reduction optimization model based on this. The model uses the interval number to describe the various uncertain parameters present in the system, in the overall system resource constraints limited conditions, the optimal system design from the perspective of the establishment of energy use and carbon emissions under uncertain conditions making information among the best overall plan to achieve a dynamic equilibrium between energy distribution and carbon emissions. This article will be of Suzhou City, Suzhou City in recent years, taking into account the lack of energy supply and demand for social development, the impact of the industrial structure to bring (such as industrial power cuts, farmland irrigation wells because of insufficient power supply, such as drought and crop failure), as well as issues such as carbon dioxide endanger the use of energy generated in the process of emissions on the environment and social impacts (such as global warming, erratic weather, rising sea levels, etc.). Based in Suzhou City,2000-2012by relevant data, improved gray model to predict energy use in2020in Suzhou City, and discusses the predictions based on energy and carbon emissions of the three scenarios, through the use of the model reflects the superiority of models and methods, to solve the energy model and related methods can not solve the problem; through case studies, could well reflect the Suzhou local energy and carbon reduction issues, and proposed the scientific planning and decision support, effective promote the harmonious development of local energy, environment, economy, society.
