Enviromental Issues have increasingly become the most frenquently mentioned topics in the international relations and foreign affairs. Though the divergence of whether global warming was caused by human activites still exists, it is the only way ahead for humanity to gradually tranform the'high carbon economy" whcih consumes a large quantity of fossil energy into a,,low caobon" one that consumes renewable energy and use fossil energy with high efficiency in the perspective of sustainable developmet.The comcept of,,Low carbon economy" was first put forward by Britain and now it has become a synonym for the direction of economic development in the furture, followed by some ubiquitous words beginning by'green'such as'green economy','green technology'and'green energy'.Thus, it is worthy to study the competitiveness of China and U.S. under the fact that low carbon economy has almost become a necessity. This paper is designed to stugy the low carbon conomy competitiveness of two countries from the perspectives of political and diplomatic capacity, low carbon economy development policies, the potential of related techonologies, as well as the marginal abatement costs and the loss of welfare. The main line of comparision is firstly comparing the political advocate and diplomatic action between two countries in the comtemporary context of global warming, and hence the specific field of low carbon economy policies which includes the direction of macro-policies and the detial of micro-policy to support the development of related industries; Then comparing the low carbon technologies and the level of related industires developmet between two countires. According to this study, U.S. still has greater advantages relative to China in the future low carbon economy and the gap, though remain relatively large, is not insurmountable. U.S. and China should strenghen the mutual exchange and communication in the furure while China should adhere to emission reduction targets and firmly take the road of susutainable developmet.
