In the contemporary, globalization and information is the mainstream of The Times. With the change of the society, the electricity company is facing more and more competition. From the era of planned economy to market economy, the power industry has carried out a series of system change.However, as the common fault of the state-owned enterprises, power companies still exists serious old problems, especially in human resource management also rely on previous labor and personnel management. So, In order to establish modern human resources management mode, a new way we used to "work" as the core management mode, turning it into "person" as the center of management mode.Through the use of literature study, BEI interviews, Competency elements refining business models, expert seminars, surveys and other research methods, the preparation of questionnaires, this paper made the statistic analysis on the data collected by the questionnaire survey, according to SPSS19。. The analysis shows the power of corporate marketing staff positions at the county level Competency structure contains three dimensions of job skills, self-traits and interpersonal skills, work skills among the six Competency composition, interpersonal skills competency by the four characteristic composition, self-characteristics of the six competency components. On the basis of above research, this paper designed a set of Competency model, adapted to the management of marketers at the county-level power company.According to the Competency model, in view of the current reform of urgent need in Fuyang power supply company, based on hierarchy and competency assessment, personnel management has achieved good results. According to the characteristics of the electric power company, this paper analyzed the added elements of team competency. Based on the construction of "Micro team", the author established the feasible optimization scheme, is widely used in each team. Based on the research on competency of overt and hidden factors, this paper compiled the effective competence promotion plan, especially the "positive energy" motivation based on competency. On the basis of good effect, this article has carried on the summary, has important significance to other units. In addition, this paper studied the relationship between competence and performance, and has set up a competence oriented performance evaluation system, and through the performance evaluation on the competency model to further study and validation.This research results may provide the beneficial reference for marketers selection, training and development, performance appraisal and compensation management, human resources management.
