As a kind of clean energy, electricity plays an increasingly important role in modern society, and the construction of electric power facilities has entering a booming period.The project of transformer substation construction is an important aspect of the power grid, which plays a decisive role in the overall operation of the power system. However, many problems exist in the construction project management of transformer substation. Especially is the cost management for various reasons, especially in the lack of systematic and integrated thoughts to guide unified.In this paper, we focused on the current situation of cost management in the transformer substation construction project in our country, and studied on the necessity and feasibility of implementation of Life Cycle Cost (LCC) management based on LCC theory. Further, the Work Breakdown Structure (WBS) of LCC was conducted under the whole life cycle integrated management framework of the transformer substation construction project, then LCC was calculated using quantitative analysis, and the selection of project decision-making scheme is studied based on analysis mentioned above. After selecting the decision-making scheme, this paper analyzed the priorities of all stages of the LCC management, and discussed the application of LCC theory in all stages of the transformer substation construction project. By analyzing the particularity of the transformer substation construction project, we found out the significance of equipment in the transformer substation construction project is much more important than other construction projects. Therefore, this paper investigated the current LCC statement of equipment in transformer substation construction project in our country and put forward the match of main equipment and construction material life, and proposed the solution of this issue. Finally, the LCC foundation database of transformer substation construction project was built, which integrates the cost data of overall process including the planning and design, construction and implementation, operation and maintenance, and scrapping, making the cost data of the whole life cycle shared among the projects.This paper applied LCC management into the transformer substation construction project which aims at achieving the whole life cycle cost optimization of the transformer substation construction project, obtaining the maximization of the comprehensive benefit of project investment cost, realizing the sustainable development of power grid, and improving economic and social benefits of power grid investment. Meanwhile, in this paper, the project management mechanism of transformer substation construction project was improved, and the informatization management of the overall process was promoted.
